As of March 26 the project has not been awarded Estimate Range: $20M - $30M Sealed proposals for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the proposals will then be publicly opened and read in the Bid Room. Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. A VALID PHOTO ID IS REQUIRED TO GAIN ACCESS INTO EITHER BUILDING Contract No. EWR -154.306A - Newark Liberty International Airport - Rehabilitation of Runway 11-29 - Estimate Range: 20M - 30M. Bids Due: Thursday, January 17, 2019. The work under this contract consists generally of asphalt pavement milling and repaving, in-pavement lighting system replacement, guidance sign replacement, pavement grooving, pavement markings, electrical lighting control equipment upgrade and related work at Runway 11-29 and the vicinity thereof at Newark Liberty International Airport, New Jersey. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. For questions, call Sharon Allen at (212) 435-4649; email - sallen@panynj.gov. This Contract contains Prerequisites: The bidder must be able to demonstrate the following: 1.) That the bidder has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor at least two (2) contracts of type, size and complexity comparable to the work of this Contract within an Air Operations Area (AOA). 2.) That the bidder's full-time Project Manager and full-time Superintendent each have a minimum of ten (10) years of construction experience on contracts comparable in type, size and complexity within an operating airport environment in areas within an active AOA. 3.) That the bidder or the entity performing the electrical work has the following qualifications: a. A minimum of five (5) years working on contracts comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in runways and taxiways in a staged manner) to the work of this Contract. b. Completed or substantially completed at least two (2) contracts comparable in type and complexity to the work of this Contract. c. The entity's full-time Project Manager shall have a minimum of five (5) years construction experience on contracts comparable in complexity (working in multiple runways and taxiways in a staged manner). d. The entity's full-time Superintendent shall have a minimum of five (5) years construction experience on contracts comparable in type (aeronautical 5kV lighting cables and accessories) and complexity (working in multiple runways and taxiways in a staged manner). 4.) That the bidder can complete a contract requiring the installation of approximately 2,500 tons of asphalt per day, and an estimated total of 36,000 tons, that the bidder can provide sufficient equipment to place asphalt for an extended duration, and that it can obtain materials from a local supplier that can meet the demand for materials. 5.) That the bidder can complete a contract requiring the installation of approximately 500 light bases and 1,100 in-pavement lighting fixtures, including runway edge and threshold lights, runway centerline lights, runway approach lights, touchdown zone lights, taxiway lead-off lights guard bars lights (elevated and in-pavement), signs and sign bases, homeruns to an electrical switch house and underground electrical ductbanks and conduits. 6.) That the bidder can provide sufficient labor, equipment and experience to kerf a minimum of 3,000 linear feet per day and place a minimum of 10 airfield lighting base cans per day evidenced by documentation including at a minimum, equipment cut sheets and a breakdown of workers. A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award
