Construction of one 1.0-million-gallon multi-leg steel elevated water storage tank,associated site improvements and appurtenances Failure to comply with these requirements may be grounds for rejection of bid. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be madeto the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract The City reserves the right to reject any or all bids or to accept the bid that appears to be in the best interest of the City orprovided by law. No bid may be withdrawn for a period of ninety (90)days afterthe scheduled bid opening.
