Demolition, site work, paving, new construction, renovation and addition to a mixed-use development in Fort Dix, New Jersey. Completed plans call for the construction of a 2,100-square-foot, one-story above grade pre-engineered storage facility; for the addition of a transportation facility; for the demolition of a transportation facility; for the renovation of a transportation facility; for site work for a water / sewer project; sidewalk / parking lot; for paving for a transportation facility; and transportation facility.

The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm fixed-price construction contract through the sealed bidding process for the following scope of work: The Marine concrete parking apron will be expanded to accommodate additional aircraft parking and taxiway. The expansion will require demolition of an ordinance berm, portions of the deflector wall and chain link security fence. A new berm will be built and re-sited as part of this scope. A new 1,500 square foot storage building will be constructed along with installation of the associated utilities. The building will have a standing seam metal roof, brick veneer, steel decking. The project also includes an addition to the existing hangar area, and minor repairs and renovation work within the existing hangar areas. The expansion of the apron will require the removal & relocation of an asphalt parking lot (over 250 spaces), apron and the old storage building. The storage building to be demolished contained hazardous material within & appropriate measures will be taken during removal. Project includes constructing new associated concrete sidewalk, curbing, security fencing, overhead electrical lines and utilities, landscaping, airfield graphic signs, and reflective materials signs. The scope also includes gas, storm sewer and sanitary sewer lines that will need to be extended and site grading. The project will be completed in several phases because the mission will be on-going with minimum planned disruptions. The period of performance for this project is approximately 520 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the Federal Business Opportunity site at fbo.gov. The applicable North American Industry Classification System (NAICS) code is 237310 for Highway, Street, and Bridge Construction. The magnitude of this construction is estimated to cost between $5,000,000 and $25,000,000. A bid opening approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the FedBizOps site for any amendments. Bidders are required to be registered with System for Award Management (SAM). Award will be made to the lowest responsible bidder. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at sam.gov/portal/public/SAM/ and Federal Business Opportunity (FedBizOpps), located at fbo.gov, in order to safeguard acquisition-related information for all Federal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Contract Performance Assessment Reporting System (CPARS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default. CPARS is located at: cpars.csd.disa.mil. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract.
