Charlotte Water (CLTWater) is seeking Progressive Design-Build services to assist with the analysis, design, and construction of the Pump Station, Force Main and Receiving Sewer Improvements (Projects) in multiple locations within CLTWater's jurisdiction. Proposers need to assemble a team of experts including at a minimum design, survey, geotechnical, environmental, permitting, real estate acquisition including appraisal and legal, and construction contractors. Requirements for real estate firms, appraisal services, and legal services associated with easement acquisitions are defined in Exhibit 4. MBE Goal: May be satisfied by an entity that qualifies as a Minority Business Enterprise under N.C. Gen. Stat. 143-128, and that has been certified as a Historically Underutilized Business by the State of North Carolina, and furthermore has an ethnic designation of either African American or Black, Hispanic, Asian, or Native American or American Indian with a significant business presence in the Charlotte Combined Statistical Area. WSBE Goal 10%: SBE: May be satisfied by an entity that is certified by the City of Charlotte under Part E of the CBI Policy as meeting all of the requirements for SBE certification. WBE: May be satisfied by an entity that qualifies as a Woman-owned Business Enterprise under N.C. Gen. Stat. 143-128, and that has been certified as a Historically Underutilized Business by the State of North Carolina, and furthermore has a significant business presence in the Charlotte Combined Statistical Area. Aggregate MWSBE Goal (Project Goal) 20%: The total work performed by MBEs, WBEs, or SBEs in the aggregate for this Project. There is not a minimum utilization goal per phase. The aggregate goal applies to the entire project. State Utility was selected for the Paw project bundle and Crowder Construction was selected for the Stevens Creek project.
