The completed project will supply the future West End Water Treatment Plant (WEWTP) with water from the Yellowstone River and provide a valuable recreational amenity to the community. The north reservoir cell is to have an approximate water surface area of 100 acres and depth of 21 feet. The surface elevation of the south cell is to be 10 feet lower than the north cell, 60 acres in size and 20 feet deep. Inlet and outlet structures and spillways will be built for both reservoir cells. A screened, multi-level fixed intake structure will allow water to flow from the WER to the WEWTP directly by gravity or via a wetwell/pump station located outside the WER embankment when pumping the reservoir to the lower levels is desired. Pretreatment sedimentation basins up gradient of the reservoirs will also be built with the project. Other project components may include: o Hesper Road reconstruction and a bridge or other structure to accommodate and outlet works from the north cell to the south cell, and o reservoir access features such as piers, boat ramps, and multi-purpose trails. SOQs received will be ranked by a selection committee using a scoring system based on defined criteria. Approximately three (3) Contractors having the highest ranked SOQs will be required to submit project proposals. The committee will select the final Contractor by evaluating and ranking proposals received from the short-listed Contractors. Preconstruction contract negotiations will ensue with the Contractor having the highest ranked proposal. Pending successful contract negotiations and Billings City Council approval, the Contractor will join the project team consisting of the City of Billings and HDR Engineering. During the preconstruction phase, the Contractor will work as an integral part of the project team to evaluate and further develop the preliminary design, assisting the Engineer and City in identifying opportunities for improvement and offering alternative solutions. The Contractor will develop cost estimates and offer suggestions with respect to means, methods, materials innovations and construction sequencing. During the construction phase, the Contractor will provide the necessary resources and subcontractors to implement the team's design and construct the project. Throughout the entire process, the objective is to maintain a spirit of cooperation and open communication so that project goals and objectives are clearly understood, potential problems are promptly resolved, and upon completion, the project is deemed a success by all. The Contractor or other key personnel cannot team with other partners to submit more than one SOQ. Only one SOQ per Contractor is acceptable, and City receipt of multiple SOQs from a Contractor will disqualify the Contractor. The City of Billings reserves the right to reject any or all SOQs if determined to be in the best interest of the City. The City of Billings is an Equal Opportunity Employer.
