Renovation of a clubhouse / community center in Orlando, Florida. Completed plans call for the renovation of a clubhouse / community center.

As of April 2019, this project has not begun construction. It is anticipated to begin in the summer of 2019. The Contractor shall furnish the design services and construction services specified in the Solicitation for the Design-Build Services for Rosemont Community Center.Proposers must be appropriately licensed Florida Contractors pursuant to Chapter 489 Florida Statutes to be considered responsible proposers and eligible to be awarded a contract. All questions about the meaning/intent of the Solicitation must be received in writing on or before 5:00 p.m., local time, November 23, 2018, by Fabio Henao at TeamC@CityofOrlando.net in the Procurement and Contracts Division, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. The selected Proposer shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasurys Listing of Approved Sureties, and must have at least an A- rating in accordance with the most current A.M. Best Company financial strength ratings. The City of Orlando has adopted Minority and Women-Owned Business Enterprise goals and a Veterans Business Enterprise Preference. Respondents are encouraged to utilize MBE/WBE/VBE firms as sub-consultants in responding to this Solicitation. Consultants must certify that employees and applicants for employment are not discriminated against because of race, color, religion, sex, national origin, age, marital status or disability. Living Wage Proposer is required to pay its workers, as well as its subcontractors providing services pursuant to a Contract Agreement with the City, a living wage for the time spent providing services to the City. (This provision does not include general administrative personnel unless they are assigned to a City project.) Living wage means compensation for employment of not less than $10.71 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve City expenditures that exceed $100,000.00 per year. Responsible Contractors Policy For Contract Agreements with an estimated value of at least $100,000, the Proposer will be required to comply with the City of Orlandos Responsible Contractors Policy, which requires that Proposer pay its workers and require its Subcontractors to pay their workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter hourly wage).The applicable county is Orange County, and the construction type is: Building (FL180263; 03/16/2018; FL263). Additionally, Proposer shall provide its workers and require its Subcontractors to provide their workers with health benefits, such requirement being satisfied by providing to the workers on this project either 1) health benefits through a bona fide program or 2) by increasing their hourly wage by 20%.Apprenticeship Program The Design Builder shall comply with the City of Orlandos Apprenticeship Program (Program) requirements. The goal of this Program is to have 10% of the Design/Builders and first tier subcontractors work hours sourced from registered State of Florida Pre-Apprenticeship/Apprenticeship Programs, if available. The General Conditions of the Contract Documents provide a listing of the only trade positions recognized by the City of Orlando as qualified to meet the intent of this Program and that will be credited to meeting the Program goal. A person or affiliate, as defined in 287.133, Florida Statutes, who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposal, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of the threshold amount provided in 287.017, Florida Statutes, for CATEGORY TWO for a period of thirty-six (36) months following the date of being placed on the convicted vendor list. The Owner reserves the right to waive any informalities, to reject any or all Proposals, or to re-advertise.
