A timeline for construction has not yet been set *The closed solicitation has been included below for reference: The Automotive RO/RO Terminal Project entails the conversion of the existing ASPA Bulk Material Handling Facility and adjacent brownfield site areas at the ASPA Main Docks into a state-of-the-art Automotive RO/RO Terminal. The existing Bulk Material Handling Facility wharf located on Three Mile Creek will be repurposed for the safe mooring and loading / unloading of RO/RO Vessels. The existing ASPA Pier E may also be used for mooring and loading / unloading of RO/RO Vessels for the project but no improvements to this existing dock structure are planned. The site, which will be used for the intermodal transportation of various types of vehicles, processing, and storage is split into two primary areas. The first area is the site of the Bulk Material Handling Facility, which is bounded by the wharf to the north, rail tracks to the west and the CG Railway Ferry Terminal tracks to the south and east. The first area is approximately 40 acres. The second area is approximately 20 acres and is located to the south of the first area. It is bounded by State Docks Road to the west, the CG Railway Ferry Terminal tracks to the north, Pier E to the east and 13th Avenue to the south. These areas will be connecting with an access ways that cross ASD Boulevard and the CG Railway Ferry Terminal tracks. The Automotive RO/RO Terminal Project site is illustrated below. An Evaluation Team will be appointed by ASPA to rate and score the SOQ's. In addition to the appointed Evaluation Team, ASPA may use any appropriate technical resources to provide assistance in evaluating the submittals. Deadline to Submit Questions: January 18, 2019 4:00 PM (CST) Notification to Short-Listed Offerors: February 8, 2019 RFP Due Date: April 19, 2019 CONTENTS OF STATEMENTS OF QUALIFICATIONS This Section describes specific information that must be included in the Statements of Qualifications. General The RFQ phase of the procurement process is intended to enable Offerors to demonstrate their qualifications to perform the Project, and to enable ASPA to evaluate those qualifications in arriving at a short-list. Offerors are advised that the SOQ should include specific information that will demonstrate the qualifications and experience required by this RFQ. Offerors should note that it is not the intent of ASPA to receive Project-specific design or engineering recommendations as part of this RFQ. The SOQ will consist of all information required under this Section. Offerors shall complete the SOQ Checklist, Attachment 3.1.2, and include it in their SOQ's. The purpose of the SOQ Checklist is to aid the Offeror in ensuring all submittal requirements have been included in the Offeror's SOQ and to provide a page reference indicating the location of each submittal requirement in the SOQ. Offerors shall be aware that ASPA reserves the right to conduct an independent investigation of any information, including prior experience, identified in a Statement of Qualifications by contacting project references, accessing public information, contacting independent parties, or any other means. ASPA also reserves the right to request additional information from an Offeror during the evaluation of that Offeror's SOQ.
