Renovation of an educational facility in El Cajon, California. Completed plans call for the renovation of a educational facility.

The scope of the Cuyamaca College Ornamental Horticulture Complex and Building M Renovation project consists of the renovation of the overall program spaces complete with the demolition and removal of the existing green houses, the existing shade structure, and other yard and complimentary space users. The new facilities for all program spaces will include two (2) green houses, one (1) shade structure, one (1) maintenance building, one (1) sales building, and other complimentary space to accommodate program use requirements. In addition to the new facilities, the laboratory building (Building M) will be renovated along with the stand alone restroom. Bids will not be accepted from any bidder who did not attend the mandatory pre-bid meeting and job walk. All bidders in attendance will receive a copy of the pre-bid attendees list by the following day. Only bidders attending the meetings and job walks will receive any addenda issued after that date. Each bid shall be accompanied by the security referred to in the Contract Documents, the Non-collusion Affidavit, Designation of Subcontractors, Site Visit Certification, Acknowledgement of Project Labor Agreement, Public Works Contractor Registration Certification, and all additional documentation required by the Instructions to Bidders. The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety company that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by Code of Civil Procedure section 995.660, to the extent required by law. Pursuant to Labor Code section 1771.7, the District has implemented and shall enforce a Labor Compliance Program (LCP) for this Project. The successful bidder shall be required to comply with all the requirements of the District's LCP and applicable provisions of the California Labor Code. In bidding on this Project, it shall be the bidder's responsibility to evaluate the cost of complying with the District's LCP. The bidders shall include all costs of compliance with specified requirements in the contract amount. The successful bidders shall be responsible for complying with the provisions of the District's LCP, including the standard provisions requiring payment of prevailing wages, maintenance and submission of weekly certified payrolls, and hiring of apprenticeship as appropriate. The successful bidders shall be required to attend, and invite subcontractors to attend, a preconstruction meeting at which a representative of the District shall discuss labor law requirements. The successful bidders shall work with the District's staff and consultants to ensure the full compliance with the District's LCP and applicable labor law. This Project is also subject to the Project Labor Agreement (PLA) adopted by the District on November 15, 2016. The complete PLA agreement and related documents are attached as Exhibit K through Exhibit R. All bids must be accompanied with the Acknowledgement of Project Labor Agreement document 00460. Award of Contract: The District shall award the Contract for the Project to the bidder submitting the lowest bid, as determined from the total base bid alone and is deemed responsible by the District. No bidder may withdraw his bid for a period of sixty (60) calendar days after the date set for the opening of bids. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
