HR&A Advisors has been selected to lead a team of consultants that will guide the future development of Panther Island, a project with the potential to reshape a key corridor of Fort Worth. The firm's work will be another significant milestone in moving to make the project a reality. Also on the consulting team are civil engineering firm Salcedo Group, urban planning and design firm Lake Flato and community engagement and outreach firm K Strategies. HR&A will serve as project manager and lead for real estate and economic development strategies. Last year, the U.S. Army Corps of Engineers allocated $403 million from the federal government to provide funding for the Central City Flood Control Project. Following the allocation, local groups including the city and county turned their attention towards the economic development phase of the district. Several entities involved in the Panther Island project, including the city of Fort Worth and Tarrant County, issued a Request for Proposal in October seeking national real estate development experts to consult how Panther Island can reach its full economic potential. HR&A has previously worked on similar districts and waterfront projects throughout the country, including the Anacostia River waterfront revitalization in Washington, D.C., Buffalo Bayou in Houston, the Ion Innovation District near Rice University, Broadway Station in Denver, Klyde Warren Park in Dallas and the master plan for the University of Texas' research campus. As part of its work, HR&A will examine how different development strategies could impact surrounding districts, such as Downtown and Northside. "The pieces are really coming together for Panther Island," said Robert Sturns, economic development director for the City of Fort Worth, in a prepared statement. "Local partners and the business community are making a strong economic development push at the district, but we want to be smart about how we do it." "The expertise and market knowledge that HR&A and their team will bring to the table over the next several months is critical to making sure that we have a complete picture of what's possible for Panther Island. That way, we can make the most of this opportunity and ensure that it makes the kind of impact that has been envisioned for so many years," he continued. HR&A will begin work on the project in Q1 this year, and should wrap up by the end of 2023. Stakeholder and community input will be emphasized throughout the project, according to the release. ____________________________________________________________________________________________________________________________________ https://www.bizjournals.com/dallas/news/2022/01/19/trinity-river-army-corps-engineers.html The U.S Army Corps of Engineers has committed $403 million on a bypass channel in the Trinity River Vision flood control project. The funding will be used to construct the 1.5-mile bypass channel and complete the design of all project components. The bypass channel will link the Clear and West Forks sections of the Trinity River in an area north of downtown Fort Worth, east of Montgomery Plaza. "Having experienced unprecedented growth since I was mayor, we are now the 12th largest city in the nation," U.S. Rep. Kay Granger said in a statement. "But with growth comes responsibility. As the leaders in flood control, I thank the U.S. Army Corps of Engineers for understanding that responsibility and addressing that need for Fort Worth. Our community will be safer thanks to their hard work and tireless commitment." The channel was originally constructed 20 years ago as an update to the Trinity River levee system, according to the Fort Worth Telegram. The levee system was added after a May 1949 flood killed 10 people and left 13,000 homeless. "This funding addresses Fort Worth's flood risks that are a result of a rapidly growing population which has tripled in size since our current levee system was built in 1960," Tarrant Regional Water District president Leah King said in a statement. "This funding will update our levee system to reduce the risk of flooding to over 2,400 acres of Fort Worth neighborhoods. Tarrant Regional Water District is proud to be the Corps local sponsor to get the job done." The Central City Flood Control Project aims to address Fort Worth's flood risks that have resulted due to the city's population growth, according to the project's website. The two main components of the project include rerouting a section of the Trinity River north of downtown and modifying a park on the east side of the city to control flood events better and restore the area. The project will return flood protection to more than 2,400 acres of established Fort Worth neighborhoods valued at over $2.4 billion. _______ The Tarrant Regional Water District (TRWD) tasked the Trinity River Vision Authority (TRVA) to engage a nationally recognized consultant firm to provide a comprehensive programmatic review of the Trinity River Vision Central City Flood Control Project. The consultant will propose solutions to optimize performance, improve transparency and accountability, promote the effective and efficient use of resources and assist in the identification of future resources needed to meet the intended goals and bring this project to a successful conclusion. Given the specificity of the services requested as stated in the official RFP documents, clear and demonstrated expertise must be submitted for consideration. The respondent should be able to include and specify a detailed plan on how each of the review areas stated in the official RFP documents will be assessed and/or evaluated. A response will be posted for questions submitted by end of day January 15, 2019.
