Engineer’s Estimate: $8,000,000 – $10,000,000. Work on which proposals are invited includes the removal and replacement of the existing sanitary sewer, water main, and storm drainage systems. Work consists of furnishing and installing approximately 12,000 LF of 8-inch to 48-inch gravity sanitary sewer main, 14,000 LF of 4-inch to 16- inch water main, 8,000 LF of 18-inch to 88-inch x 54-inch storm drainage, and all associated manholes, valves, hydrants, etc. Roads, curbs, sidewalks, driveways, etc. disturbed during this work will also be replaced. Location of said work is in Biloxi, Mississippi. The work is generally located south of the existing CSX Railroad Tracks and north Howard Avenue. The work stretches from near Hoxie Street at the western limits to the eastern tip of the Point. All questions shall be directed in writing via email to the City of Biloxi Engineering Department (mwilliams@biloxi.ms.us; copy sharris@biloxi.ms.us; wrode@biloxi.ms.us ). The maximum time allowable for completion of said project is (550) calendar days following the City's written order to commence (Notice to Proceed). The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Biloxi may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required. All persons having a contract with the City of Biloxi must adhere to the Citys policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin, or handicap. On bids which equal or exceed $50,000, Certificate of Responsibility classification issued by the Mississippi State Board of Contractors shall be written on the outside of the envelope containing the bids. Bids of less than $50,000 will be marked on the outside that the bid contained within does not exceed $50,000. Bids, which are for work outside of the classification listed for any bidder, shall be returned unopened. Bid documents are being made available via paper copy or digital copy (CD). Plan holders are required to register for an account at this site plans can be viewed for no charge or physically purchased. All plan holders are required to have a valid email address for registration. Contractors have the option of submitting their bids sealed in an envelope or through the Citys electronic bid submission . The ability to obtain any insurance required by the contract documents which does not require proof of coverage to be contained in the submitted bid (such as bid bonds), must be demonstrated in the bid by the means specified in the contract documents. Proof of actual insurance coverage must be submitted within five (5) business days from the bid acceptance. The Contractor shall not use any materials on the project that are grown, produced, prepared, made or manufactured outside of the United States. If such materials are not available, then those which are grown, produced, prepared, made or manufactured outside the United States may be used if approved in advance by the City. Bids Shall Be Delivered to the Mayors Office, Second Floor, City Hall Building, 140 Lameuse Street, Biloxi, Mississippi, 39530. In addition, the envelope shall list the Company Name and Address, and all applicable state and local license numbers. Bids must comply with the requirements herein and with all applicable state and federal statutes and regulations. However, the City reserves the right to reject any and all bids and to waive any discrepancy or informality in the bid accepted.
