For the New Exterior LED Scoreboard & Production Equipment System Project at Historic Bowman Field as listed in the Project Specifications. Work will consist of furnishing and installation of a complete LED scoreboard system at Historic Bowman Field, 1700 West Fourth Street, Williamsport, Pennsylvania in strict accordance to the Drawings and Specifications as prepared by Anthony H. Visco, Jr., Architects. This project is a Prevailing Wage project under Pennsylvania Prevailing Wage Rates, Act 422 of 1961, P.L. 987, amended, administered by the Commonwealth of Pennsylvania. The successful prime contractor will be required to comply with all requirements of the Pennsylvania Prevailing Wage Rates Act. All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the City of Williamsport and the Commonwealth of Pennsylvania and in compliance with all Redevelopment Assistance Capital Program and grant agreement requirements. Contractors will be required to comply with all applicable Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. Bidders may not be on the Comptroller Generals list of ineligible contractors. The City of Williamsport solicits and encourages Disadvantaged Business Enterprises (DBE) participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. The successful prime contractor shall comply with the provisions of the Pennsylvania Human Relations Act, Act 222 of October 27, 1955 (P.L. 744) (43 PS Section 951, et. seq.) of the Commonwealth of Pennsylvania prohibiting discrimination because of race, color, religious creed, ancestry, age, sex, national origin, handicap or disability, by employers, employment agencies, labor organizations, contractors and others as well as any other applicable statutory or regulatory requirements as set forth in the Contract Documents. Any successful bidder must enter into an agreement in the form prescribed in the Contract Documents and must furnish evidence of required insurance coverage at the time and in the manner specifically set forth in the Contract Documents. Prime Contractor for the construction of the project will consist of the following: Prime Exterior LED Scoreboard System Contract A Performance and Payment Bond, each for one hundred percent of the contract charge will be required. The successful Prime Bidder shall also furnish to the Owner a Maintenance Bond covering defects of material and workmanship for the calendar year following the Owners approval and acceptance of the Construction. Bonds must be furnished from a Bonding Company with an B+ or better rating. Your firm will be required to provide a Bid Security in the form of a Bid Bond or Certified Check in an amount equal to the base bid together with the aggregate sum of all additive alternates. The City of Williamsport reserves the right to postpone, to accept or reject any and all bids, in whole or in part, or to waive any and all informalities, as it deems in its best interest. No bid may be withdrawn until the expiration of sixty (60) days from the date bids are opened. It is anticipated that bid award will be made at the regular City Council meeting, to be announced.
