Site work and paving for a civil project in La Habra, California. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

**As of February 20, 2019, this project has not been awarded yet. Anticipated award date will be on March 4, 2019. Furnishing all plant, labor, services, materials, tools, equipment, supplies, transportation, utilities and all other items and facilities necessary therefor as provided in the Contract Documents for the Residential Street Rehabilitation Project FY 2016-2018 and Annual Water Main Replacement Program FY 2017-2018 in strict compliance with the specifications, plans and contract documents on file at the Office of the City Clerk of the City of La Habra. The work to be constructed hereunder is located on various streets within City of La Habra, County of Orange. Work to be done is shown on plans attached to these specifications. The work to be performed shall include but not be limited to mobilization; preparation and implementation of best management practices; traffic control; excavation; construction of water pipelines, water tie-ins, valves, fittings; hydrants and water services; removing conflicting water pipes, valves, and fittings necessary for construction of new water facilities; abandoning existing water lines and water line services; pavement grinding; asphalt concrete paving; pavement reconstruction; removal and construction of PCC curb and gutter, curb ramps, sidewalks, alley aprons, and driveways; tree root pruning; striping and markings; adjusting utilities to grade; adjusting manholes to grade, and all associated work as identified on the construction plans. Bid Price is to include all labor, materials, equipment for this project per specification and contract. The City has determined that a Class "A" General Contractors License is required for this project. All work shall be completed within One Hundred Thirty (130) working days from the start date specified in the Notice To Proceed. The City reserves the right, after opening the bids, to reject any or all bids, waive any informality or irregularity in such bids, or to award to the lowest responsible bidder and reject all other bids. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, the Director of Industrial Relations has ascertained the general prevailing rate of wages and employer payments for health and welfare, vacation, pension and similar purposes applicable to the work to be done. The contractor and his subcontractor shall use the wage rates and benefits that are available within ten days or less from the bid opening. It is the responsibility of the prime contractor to find the applicable wage rates and benefits within the ten days from open bids and the implementation of them by the prime and the subs. The contractor and any subcontractors shall pay not less than said specified rates and shall post his payroll documents on DIR. Under California Labor Code Section 1771.1, in order to be awarded and to perform work on public works projects, prime contractors and subcontractors must possess and maintain registration with the Department of Industrial Relations . This is a separate requirement from the Contractors State License Board (CSLB) licensing requirement. The Contractor shall comply with all the requirements of Section 1776, 1777.5, and 1777.6 of the California Labor Code. The contract documents shall consist of the Notice Inviting Bids, the Instructions to Bidders, the Proposal, the Bid Sheet, the Bid Security Form for Check or Bond, the List of Subcontractors, the Agreement, Non-Collusion Affidavit, the Faithful Performance Bond, the Payment Bond, the Certificate of Compliance Affirmative Action Requirements, and the Standard Specifications for Public Works Construction, latest edition and supplements thereto, made a part by reference, together with all additions, deletions, modifications or interpretations of any of said documents, all of which are hereby made a part of this Notice Inviting Bids. The envelope shall be plainly marked in the upper left-hand corner with the name and address of the bidder and shall bear the words "Proposal For" followed by the title of the specifications for the work, and the date and hour of opening bids. The certified or cashier's check, money order, or bidder's bond shall be enclosed in the same envelope with the proposal. Questions received less than three (3) days prior to the date for opening of Bids may not be considered. Questions or clarifications deemed by the City to be material shall be answered via issuance of an addendum and posted to the City's online bidding service. Only questions answered by formal written addenda shall be binding. Oral and other interpretations or clarifications shall be without legal effect. It is the Bidder's responsibility to be informed or any issued addenda and to include all such information in its Bid.
