Site work and paving for a mixed-use development in Keokuk, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Proposals shall be acted upon by the City Council within 60 days following the Bid Opening. The Project consists of: Mill & Fill on 21st Street from Timea Street to the alley between Exchange and Johnson, on Bank Street from 22nd Street to 18th Street, on 16th Street from Johnson Street to Main Street and on 17th Street from Johnson Street to Main Street. Mill approximately 9,650 square yards of bituminous pavement to a depth of four inches and install four inches of hot mix asphalt pavement to bring the street back to original grade. The project also includes reconstructing sidewalks at the intersections to meet ADA Accessibility Standards. Major items of work include 2,280 tons of Hot Mix Asphalt, remove and replace 1,170 square yards of sidewalk and remove and replace 1,400 feet of concrete curb and gutter. Each bid shall be prepared on forms furnished with the bid documents. The proposal shall be submitted in a sealed envelope separate from the required bid security. Each bidder shall accompany the bid with a bid security, as defined in Section 26.8 of the Iowa Code and as specified by the governmental entity, in the amount of not less than 5% of the total amount of the bid and as specified by the governmental entity. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. The work shall be done under contract and in accordance with the provisions of the project contract documents, specifications and plans. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa, and to the Iowa domestic labor. The work under the proposed contract shall commence on or after the date specified in the written Notice to Proceed. The project shall be substantially completed by July 26, 2019, and completed and ready for final payment by September 13, 2019. The City of Keokuk through its City Council proposes to award the work to the lowest responsible bidder, but the City reserves the right, if in the judgment of its City Council, any bid or bids received are not acceptable, to reject any or all bids and also reserves the right to waive irregularities and to accept such bid which the City Council deems to be in the best interest of the City of Keokuk, Iowa.
