Site work for a water / sewer project in Paso Robles, California. Completed plans call for site work for a water / sewer project.

Following the closure of the bid submittal period, bids will be publicly opened and read for performing work as follows: Furnishing all labor, materials, equipment, and performing all work necessary and incidental to the construction of the project known as Spring Street 24th to 36th Pipelines, DPW Project No. 12-12F4, according to drawings and specifications prepared by the City of El Paso de Robles and according to the Contract Documents. The work shall include but is not limited to, demolition and removal of existing water mains, sewer mains and appurtenant structures, installation of new water mains, fittings, fire hydrants, services, tying existing to new, installing new sewer mains, manholes, sewer laterals and reconnecting sewer laterals, and installation of future fiber optic conduits and boxes, all as shown on the plans and/or as specified herein. Project is to be completed within One Hundred Twenty (120) WORKING days from the date specified in the Notice to Proceed. The Contractor shall pay to the City of El Paso de Robles the sum of Five Hundred Dollars ($500.00), for each and every calendar day's delay in finishing the work in excess of the calendar day completion time. There is no mandatory pre-bid meeting but contractor must sign a Site Visit Affidavit as noted in these Bid Documents. Water main tie-ins at intersections from existing to new, shall be completed during the evening hours 8:00 PM to 6:00 AM, Sunday night to Friday morning at no extra cost to the City. There may also be up to 2-3 nights of work to be completed for water service tie-ins as directed by the City, also at no extra cost to the City. It is the responsibility of each prospective bidder to download and print all Bid Documents for review and to verify the completeness of Bid Documents before submitting a bid. Any Addenda will be posted at electronically. It is the responsibility of each prospective bidder to check electronically on a daily basis through the close of bids for any applicable addenda or updates. Information on CIPLIST.com may change. without notice to prospective bidders. The Contract Documents shall supersede any information posted or transmitted by CIPLIST.com. Bidding procedures are prescribed in the Contract Documents. Each bidder must submit bid security in one of the following forms: cash, cashier's check payable to City, a certified check payable to City, or a bid bond in the form included with the bid documents, executed by an admitted surety insurer, made payable to City in an amount equal to at least 10% of the total amount of the bid or proposal. Pursuant to Section 1770, et seq. of the California Labor Code, the successful bidder and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Pursuant to Labor Code Section 1725.5, for bids due on or after March 1, 2015, all contractors and subcontractors that wish to bid on, be listed in a bid proposal for, or enter into a contract to perform work on the Project must be registered with the Department of Industrial Relations pursuant to Labor Code sections 1725.5 and 1771.1. No bid will be accepted nor any contract entered into if the bidder is not registered as required by law. Pursuant to Public Contract Code Section 22300, for monies earned by the Contractor and withheld by City of El Paso de Robles to ensure the performance of the Contract, the Contractor may, at its option, choose to substitute securities meeting the requirements of Public Contract Code Section 22300. All bidders shall be licensed under the provisions of the Business and Professions Code to do the type of work contemplated in the project. In accordance with provisions of California Public Contract Code Section 3300, City has determined that the Contractor shall possess a valid Class A (General Engineering) License at the time that the bid is submitted. Failure to possess the specified license shall render the bid non-responsive. The successful bidder will be required to furnish a payment bond in the amount equal to one hundred percent (100%) of the Contract Price, as well as a faithful performance bond, in the amount equal to one hundred percent (100%) of the Contract Price. The bonds shall be on the forms included in the Contract Documents. City reserves the right to reject any or all bids; to make any awards or any rejections in what it alone considers to be in the best interest of City, and waive any informalities or irregularities in the bids. The contract will be awarded, if at all, to the responsible bidder that submits the lowest responsive bid. City will determine the low bid.
