The proposals will be acted upon by the Board of Directors at 4:00 PM, February 18, 2019, at Western Iowa Tech Community College, Sioux City, Iowa. Single lump sum bids will be received for a Single Prime Contract for the work to include General and Reroofing Construction. All proposals shall be in accordance with the Bidding Documents prepared by the Architect/Engineer, Inspec, Inc., which are made a part of this notice by reference thereto. Each bid shall be made on Bid Form furnished in the Bidding Documents and must be accompanied by a deposit of money, certified check, cashier's check, credit union certified share draft, or Bid Bond executed by a corporation authorized to contract as surety in the State of Iowa, in the amount equal to ten percent (10%) of the highest amount of the bid, made payable to Western Iowa Tech Community College, Sioux City, Iowa, and may be cashed by the Board of Directors as liquidated damages in the event the successful Bidder fails to enter into a Contract and file a 100% Performance and Payment Bond satisfactory to the Board of Directors assuring the faithful fulfillment of the Contract and maintenance of said improvements as required by law, the provisions of this Notice, and the Contract Documents within ten (10) days after acceptance of the Bid. Bid Security of two lowest Bidders will be retained until a Contract has been awarded and executed, but no longer than thirty (30) days. No Bidder may withdraw his bid within thirty (30) days after opening of Bids. Monthly estimates will be paid to the Contractor as the work progresses in the amounts equal to 95% of the Contract value of the work completed during the preceding calendar month, including the actual cost of materials and equipment of a permanent nature to be incorporated in the Work and delivered to and stored at the job site. Such monthly payments shall in no way be construed as an act of acceptance for any part of the work, partially or totally completed. Final payment of the five percent (5%) due the Contractor will be made thirty (30) days after final acceptance of the work under the Contract by the Owner if no claims are on file and after receipt of satisfactory evidence that all claims pertaining to such Contract have been paid in full as provided in the Contract Documents for said work. All bids shall be filed on form furnished by the Architect/Engineer, sealed, and plainly marked. Any alteration of the Bid Form may be cause for rejection of the proposal. The successful Bidder will be required to furnish a Performance Bond and Material and Labor Payment Bond in an amount equal to one hundred percent (100%) of the Contract Sum, issued by a responsible surety approved by the Board and shall guarantee the faithful performance of the Contract and terms and conditions therein contained and the maintenance of said improvements pursuant to the provisions of the Contract Documents. Bids shall remain in effect for a period of thirty (30) days, commencing on Bid Due date. The Owner will issue tax exemption certificates to contractors and subcontractors on this Project. Contractors and subcontractors may make copies of these certificates and give them to each supplier providing construction materials. Sales tax will not be charged on construction materials purchased using the tax exemption certificates. Work on the Project shall begin upon receipt of the Notice to Proceed with an approximate start date of April 29, 2019. All improvements shall be substantially complete by July 5, 2019. The Board of Directors of Western Iowa Tech Community College, herein referred to as the Owner, reserves the right to reject any or all bids and waive any or all formalities in connection therewith.
