The project is being funded through the Clean Water State Revolving Fund (SRF) and is subject to its conditions, including but not limited to compliance with the Davis-Bacon Act, American Iron and Steel (AIS) requirements and the Disadvantaged Business Enterprises (DBE) requirement. The SRF Program is administered by the Alabama Department of Environmental Management (ADEM). Plans and Specifications may be inspected at the Board's offices at 4725 Moffett Road, Suite A, Mobile, AL, or at the office of the ENGINEER, MOBILE GROUP, INC., 7361 Zeigler Blvd., Suite A, Mobile, AL 36608, Telephone: (251) 635-1140. No Bid Documents will be issued later than Seventy-Two (72) hours prior to bid submission time. Bidders are encouraged to submit any questions and/or comments prior to the Pre-bid Conference. No questions or comments shall be received/acknowledged after Wednesday, January 30, 2019. Bids must be submitted on the standard forms included with the Bid Documents. Bidders shall address the DBE requirements of the Board. Envelopes containing bids must be sealed and delivered to the Director, Board of Water and Sewer Commissioners of the City of Mobile, Alabama, 4725A Moffett Road, Mobile, Alabama 36618-0249 . The Bidder's Alabama State Contractor's License Number and discipline shall be on the envelope. Failure to complete all bid documents shall be cause for rejection of bid. Bid guarantee in the form of certified check, bid bond, or Irrevocable Letter of Credit acceptable to the Board will be required for at least 5% of the bid amount, not to exceed $50,000. The Board reserves the right to reject any and all bids and to waive any informality in bids received.
