Site work and paving for a mixed-use development in Cedar Falls, Iowa. Completed plans call for site work for a playground / park / athletic field; water / sewer project; and for paving for a playground / park / athletic field.

Sealed proposals for consideration by the City of Cedar Falls City Council at its meeting at 7:00 PM on February 4, 2019 or at such later time and place as may be fixed. The City of Cedar Falls reserves the right to reject any and all proposals including without limitation, nonconforming, nonresponsive, unbalanced, or conditional bids. The work under the proposed contract shall commence within ten (10) calendar days after the date set forth in the written Notice to Proceed and shall be performed regularly and diligently throughout the duration of the project. All work shall be completed by August 1, 2019. Each Form of Proposal shall be accompanied in a separate envelope by a bid security as defined in the Instructions to Bidders- Division 1 Section 05. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. Contractors and approved subcontractors will be provided a Sales Tax Exemption Certification to purchase building materials, supplies or equipment to be used in the performance of this project. Products utilized in the construction of this project shall be exempt from tax as provided by Code of Iowa Sections 423.2 and 423.45. This project involves the construction of a new inclusive playground in Greenhill Park. Work shall include construction fencing, erosion control, site earthwork (excavation, fill, compaction, topsoil placement), subdrainage and storm piping, modified subbase, PCC pavement, footings and installation of playground equipment, playground surfacing, fencing, stone columns for entry gate, steel bed edging, grass seeding, materials testing, and construction surveying.
