HOUTZDALE MUNICIPAL AUTHORITY, HOUTZDALE, PENNSYLVANIA WATER SYSTEM DISTRIBUTION REPLACEMENT PROJECT Sealed Bids for the construction of the Water System Distribution Replacement Project will be received online by the Houtzdale Municipal Authority. Separate Bids will be received online for the following contracts as follows: Contract No. 18-01: Waterline Construction, March 4, 2019 until 2:00 PM local time. Contract No. 18-02: Waterline Construction, March 4, 2019 until 2:00 PM local time. Contract No. 18-03: Waterline Construction, March 4, 2019 until 2:00 PM local time. Contract No. 18-04: Waterline Construction, March 18, 2019 until 2:00 PM local time. Contract No. 18-05: Waterline Construction, March 18, 2019 until 2:00 PM local time. Contract No. 18-06: Waterline Construction, April 1, 2019 until 2:00 PM local time. Contract No. 18-07: Waterline Construction, April 1, 2019 until 2:00 PM local time. Bids shall be on a unit price basis for all contracts, Contract No. 18-01 through Contract No. 18-07. The Project generally consists of replacing water distribution mains throughout the Authority's existing water service area. The project also generally includes water main appurtenances including but not limited to water valves, fire hydrants, interconnections, water service laterals, meters, and meter pits. The following narrative outlines each of the identified contracts and areas. Contract No. 18-01 is located within Houtzdale Borough, Woodward Township, and Brisbin Borough and consists of approximately 28,500 linear feet of waterline replacement. Contract No. 18-02 is located within Woodward Township and Brisbin Borough and consists of approximately 12,500 linear feet of waterline replacement. Contract No. 18-03 is located within Woodward Township and consists of approximately 18,500 linear feet of waterline replacement. Contract No. 18-04 is located within Woodward Township and Gulich Township and consists of approximately 29,000 linear feet of waterline replacement. Contract No. 18-05 is located within Gulich Township and Beccaria Township and consists of approximately 32,000 linear feet of waterline replacement. Contract No. 18-06 is located within Ramey Borough, Gulich Township, and Bigler Township and consists of approximately 12,500 linear feet of waterline replacement. Contract No. 18-07 is located within Woodward Township and Bigler Township and consists of approximately 40,000 linear feet of waterline replacement. The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, Inc. at 474 Windmere Drive, Suite 100, State College, PA 16801. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 A.M. until 4:00 P.M. Sealed bids shall be accepted online through the PennBID Program. Bidding Documents and solicitation details may be viewed and available at no cost online by registering at www.PennBID.net. Following registration, complete sets of Bidding Documents may be downloaded as portable document format (PDF) files. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Bid security in the form of a certified check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBID Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. The estimated cost for each Contract is greater than Two Thousand Dollars ($2,000) and the Federal Davis-Bacon Act shall apply. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color. The Houtzdale Municipal Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Houtzdale Municipal Authority, and to reject any or all proposals.
