This is a "BestValue" trade-off process, described in FAR 15.101-1, award for the construction of the Conventional Munitions Maintenance Facility on Eielson AFB, Alaska. The Government will the evaluate proposals in accordance with one-step source selection procedures and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation. Offerors are advised that a contract resulting from this solicitation is subject to the availability of funds and may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in the System of Award Management (SAM) . Joint ventures must also be registered in SAM as a joint venture. USACE advises contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award. The project is located at Eielson Air Force Base (EAFB) in Alaska, approximately 25 miles southeast of Fairbanks. EAFB is the home of the 354 Fighter Wing assigned to the Pacific Air Forces Eleventh Air Force. The US Air Force requires an adequately sized conventional munitions facility to support the beddown of two squadrons of F-35 Aircraft at EAFB. The facility supports the 354 MXS to perform maintenance operations on various munitions components and containers. PROJECT INFORMATION: The existing building will not accommodate the new personnel arriving to support the two F-35 squadrons. In addition, the existing building is experiencing structural issues due to thawing permafrost. This project will demolish existing Building 6385 (712 SM) to enable construction at the same site. The fire water storage tank will remain in place and the overhead crane will be salvaged for reinstallation in the new building. The facility will include a deep pile foundation system under the munition bays with a shallow concrete foundation in the administrative area, interior and exterior load-bearing masonry walls, and steel roof framing. The exterior includes EIFS with CMU veneer, standing seam metal roof over the administrative portion and a low slope membrane roof over the munitions bays. Special foundations are included for arctic conditions and thawing permafrost. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work. The building site is located within a controlled area at Eielson AFB and will require a munitions escort at all times. Contractor shall establish set work hours with Eielson Munitions not to exceed 12 hours per day and 6 days per week. Contractor trailers/yard will be located outside the controlled area (specific location identified in drawing sheets). The contractor will be allowed to set up a laydown/equipment yard and workday use trailer on the project site but will only have access to this during established work hours. This project will comply with DoD anti-terrorism/force protection requirements per UFC 4 010 01 at Eielson AFB, Alaska.
