The District owns the Wells Fish Hatchery (Hatchery). The Hatchery is adjacent to the Wells Hydroelectric Project (Project No. 2149) located in Azwell, Washington on the mainstem Columbia River. The Hatchery was constructed in 1967 as a mitigation facility for the construction of Wells Dam and continues to be operated as such. For continuous compliance with fish enhancement and mitigation obligations in full compliance with the District's License/Plan/Agreements, three existing Dirt Ponds at the Hatchery need to be refurbished and of these, two need to be reconfigured. For the Wells Hatchery Dirt Pond Reconfiguration and Liner Replacement Project (Project), the Work that the Contractor shall perform includes, but is not limited to, reconfiguring Dirt Ponds 3 and 4 into Dirt Ponds 3A, 3B, 4A, and 4B, installing new geomembrane pond liners in five Dirt Ponds 1, 3A, 3B, 4A and 4B, and constructing three water control/fish collection structures as more specifically described in the project drawings and specifications. Throughout the entirety of all Work, the District must continue to meet its fish enhancement and mitigation obligations in full compliance with the License/Plan/Agreements, with all fish production quotas continuously met. Consequently, the Contractor must perform all Work in such a manner and in accordance with such a schedule and sequence that no action during construction in any way interferes with, interrupts, or precludes the District from fish production sufficient to meet all its fish enhancement and mitigation obligations in full compliance with the License/Plan/Agreements throughout the Work. The District will open and read aloud bids at the place and time stated above. All bids must strictly conform to the entire Bid Document.
