Site work and renovation of a water / sewer project in Columbia, Maryland. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
Howard County intends to procure the services of a construction firm to construct a new 4 MGD water pumping station, complete and in place. The scope of work consists of the furnishing of all materials and the construction, complete in place, of new excavation, grading, landscaping, yard piping, hydrants, fencing, paving, stormwater management, erosion/sediment control, concrete building foundation, masonry, roofing, doors, windows, water pumps, piping, chemical feed system, HVAC, plumbing, electrical and controls equipment and miscellaneous appurtenances & incidental items of work as shown on the contract drawings (Contract No. 44-4947 and Site Development Plan SDP-18-046). This project is in SHA Cost Group "E". Each bid shall be accompanied by an electronic copy of a bid bond OR certified check, in the amount of 5% of the total bid, made payable to the "Director of Finance, Howard County". For a certified check, the Contractor shall submit the original certified check to the Office of Purchasing PRIOR to the bid due date and time to be deemed responsive. An electronic copy of the bid deposit shall be attached to be deemed responsive. The original copy is not required to be mailed to the office of purchasing. Bid deposit shall be 5% of the total amount bid. For a certified check, the contractor shall submit the original certified check to the office of purchasing prior to the bid due date and time to be deemed responsive. Performance and Payment Bonds in the amount of the Total Bid shall be required from the Awarded Contractor.Failure to submit a bid deposit shall be cause for rejection of the bid Project duration 500 calendar days. Liquidated damages $500.00 per days. Type of award lump sums. Response type line items, general attachments. If a contract is $50,000 or more, the Prime Contractor shall make a good faith effort to comply with the Howard County Equal Business Opportunity (EBO) program's 15% subcontracting goal. The Prime Contractor shall make a good faith effort to obtain minority subcontractor participation even if the Prime Contractor has the capability to complete the work with its own workforce. Certified MBE/WBE/DBE prime contractors can count 100% ofthe work they self-perform on contracts with EBO subcontracting goals. The subcontracting goal percentage may vary ifthe contract is funded by a federal or state agency. Prime Contractors should submit the following completed Equal Business Opportunity Subcontractor Participation Form with the bid. Identify subcontractors priorto submitting the proposal. After contract award, changes in subcontractors require the written approval ofthe EBO Coordinator. Possible areas of obtaining subcontracting participation include, but are not limited to, flagging services, hauling, copying and printing, and the purchase of materials used in performing the contract. Contractors may use minority, women or disabled business enterprises certified by Howard County, Maryland; the Maryland Department of Transportation; the City of Baltimore, Maryland; or another certifying entity in order to satisfy the 15% subcontracting goal.
