Site work and renovation of a civil project in Baldwin, New York. Completed plans call for the renovation of a bridge / tunnel; and for site work for a bridge / tunnel.

It is proposed to rehabilitate the Milburn Creek Bridge a set of 2 culverts approximately 280' long with a total width of 23'-4" extending from Milburn Pond to Baldwin Bay in the Town of Hempstead. The culvert serves as a support for the Merrick Road East-West thoroughfare used for local traffic. These culverts require rehabilitation due to deterioration in the form of cracking and spalling, including some areas where the reinforcement has been exposed. The required work includes: excavation of the roadway above the culvert to make necessary repairs and install waterproofing materials, patching/repair of spalled concrete inside the culverts which will not affect the hydraulic gradient and flow of water in the creek. The proposed work will also require closing of two (2) lanes of the existing four (4) lanes traffic at a time to avoid traffic detour, pedestrian passage will be kept intact on both sides of the street. Temporary driveway access will be provided to both the parking lot for public use and the park facility for maintenance purposes. No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," Local law 2-2017 "To require the analysis and approval of a Professional Engineer (P.E.) prior to the use of heavy equipment on or over bridges in Nassau County" and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Operating Engineer, Mason, Iron Worker, Painter, Carpenter, Hazardous Material Removal Worker, Welder or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. In order to ensure that you are submitting bids based on the plans and specifications provided by the Department, please be advised that the Department will only accept bids from bidders who are on the "List of Bidders" who purchased the plans and specifications from the Department. Please be advised the DBE goal for the subject County Federal Aid Project was set at 11%, the EEO Female Participation Goal is set at 6.9%, and the EEO Minority Participation Goal is set at 5.8%. Questions must be submitted no later than 4:45 P.M. on Wednesday, February 20th, 2019. All questions should be directed to Garry Desyr at GDesyr@nassaucountyny.gov. County Treasurer, will be required for each set of Contract Documents requested. Prospective bidders requesting Contract Documents by mail must remit an additional, non-refundable, fee of $30.00 per set to cover handling and first- class mailing. ONLY BID PROPOSALS PURCHASED IN THIS MANNER WILL BE ACCEPTED/CONSIDERED. Security for Bid as set forth herein must be presented with the Bid.
