Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than those outlined above. Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to waive any informality or to reject any or all Bids. Each Bidder must deposit with his Bid, a bid security subject to the conditions provided in the Instructions to Bidders.
