The total funding available for this project is $2.000.000.00 Construction of a new roundabout at the intersection of Little Hills Expressway and Mel Wetter Parkway, necessary drainage, a retaining wall, ADA connections, and minor trail/greenway modifications. All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher. Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. A certified or cashier's check or a bid bond in the amount of 5% shall be submitted with each proposal by of a bank or trust company in St. Charles County, City of St. Charles, St. Louis County, or in the City of St. Louis. The amount of the check shall be forfeited to the City if the bidder neglects or refuses to enter into a contract or to furnish bond after their proposal has been accepted. The project will be awarded to the lowest responsive, responsible bidder. The City reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids with the MoDOT's concurrence. The City reserves the right to defer the acceptance of any proposal and the execution of a contract for a period not exceeding one hundred twenty (120) days after the date of opening of the bids.
