It is proposed to resurface all or part of the following roadways in the Town of Hempstead: 11th Street (Washington Ave to Hilton Ave), Cathedral Avenue (Stewart Ave to Fulton Avenue), New Hyde Park Road (Hempstead Tpke to Stewart Ave); Franklin Avenue (Corona Ave to Hempstead Tpke); Tulip Avenue (Covert Ave to Carnation Ave); Broadway (Weston Pl(Conc. Pave.) to Woodmere Blvd), Broadway (Main St to North Columbus Ave), Atlantic Avenue (Ocean Ave to Long Beach Rd), Ocean Avenue (Atlantic Ave to South side of LIRR ROW), East Park Ave (Long Beach Blvd to Blackheath Rd), Merrick Rd (South Ocean Ave to Henry St (S. Main St), Scranton Avenue (Atlantic Ave to Peninsula Blvd), Union Avenue (East Rockaway Rd to Scranton Ave), President Street (Peninsula Blvd to Fulton Avenue (SR24)), Lincoln Avenue (Atlantic Ave to Long Beach Rd), Davison Avenue (Lincoln Ave to Oceanside Rd), Long Beach Road (Atlantic Ave to Duncan Pl), Hempstead Avenue (Peninsula Blvd to Lakeview Ave), Hempstead Avenue (Lakeview Ave to Taylor Rd); in the Town of North Hempstead: Powerhouse Road/No. Service Road (Mineola Ave to Roslyn Rd), Layton Street (Old Northern Blvd to Mott Ave), Mott Avenue (Layton St to West Shore Rd). The work includes asphalt pavement removal, 1.5"asphalt concrete Type 1ARA Overlay, removal and replacement of deteriorated pavement, repair of joints, replacement of pavement markings and traffic loops, and other incidental work. Contractor's attention shall be brought to the Special Note "Incentive/Disincentive Clause" in the bid book. No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Operating Engineer, Mason and/or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder.
