The Jepson Brook drainage area covers 1,700 acres of land from Garcelon Bog to the Androscoggin River. Development encroachment on the brook resulted in severe flooding which led to the construction of a concrete channel. The City investigated the channel's ability to convey flows from larger storms after reports of water nearly overtopping the concrete channel and other major flooding. The major conclusion of flow modeling efforts is that the channel currently can only handle flow from a 10-year storm event. This LCIP includes recommendations along the channel to handle flow from a 50-year storm event with recommended structural concrete repairs, separated out into six (6) construction phases: Phases I and 2 replaced localized failed concrete linings and removed obstructions near Main Street. Phases 3 through 5 replaced undersized culverts with larger stream-crossing structures. Phase 5 (funded in FY24) will add capacity to the ui1df3rsized culvert in the Robinson Gardens section of the City. Phase 6 (FY28) will complete the remaining structural repair needs on the rest of the concrete-lined channel. As of March 3, 2025, this project is included in the City of Lewiston's Fiscal Year 2026-2030 CIP. Further information regarding a design firm and timeline for construction has not yet been established.
