This Request for Proposals (RFP) is being issued by the City of Dover, Delaware (the City), a body corporate and politic of the State of Delaware (the State), and the Downtown Dover Partnership (DDP), in accordance with the provisions of the Dover Purchasing Policy & Procedures, to seek competitive Proposals to enter into one or more Development Agreements (collectively, the Development Agreements) as more fully described in this RFP and the Project Documents. The City and DDP are pleased to invite interested teams (each, a Proposer) to submit a response to this RFP (each, a Proposal) to deliver a solution that supports parking and mixed-use development in the City as more fully described herein The City and DDP are using a single step process through the issuance of this RFP to select one or more Developers. All Proposers must comply with this RFP during the procurement and in its Proposal, and are cautioned to completely review the entire RFP and to follow the instructions carefully. Each Proposal shall also take into consideration the Project goals identified in Section 1.3 below. Addenda that may become necessary during the RFP process (each an "Addendum") will be disseminated to all Proposers, and each such Addendum will become a material part of this RFP as though set forth herein. Proposers who fail to respond to this RFP or who fail to meet the Qualifications are ineligible for award of the Development Agreements.
