Renovation of a water / sewer project in Mill Valley, California. Completed plans call for the renovation of a water / sewer project.

The furnishing of all labor, materials, and services required for the following designated project: Ricardo Road Pump Station Improvements Project You are invited to Bid on Work comprising the construction of the Ricardo Road Pump Station Improvements Project in Mill Valley, California. The proposed scope of work includes, but is not limited to rehabilitation of the Ricardo Road Pump Station including required demolition of the existing pump station, demolition and removal of a 550-gal diesel underground storage tank, generator and controls, including modifications to the existing subsurface concrete structure, construction of a valve pit, a six (6) ft diameter PVC lined influent manhole, installation of a new motor control center and all electrical work, installation of a 125 kW engine generator, all surface improvements, site improvements, fencing, landscaping, irrigation, drainage improvements, pavement restoration, temporary controls, bypass pumping, a 12 inch line stop, including demolition and removal of a 550-gal diesel underground storage tank at the Salt Works Pump Station, relocation and installation of a 300-gal day tank and fill port from the Ricardo Road Pump Station to the Salt Works Pump Station, demolition and disposal of a 225 kW turbine generator set from the Trestle Glen Pump Station, and all other work as shown on the Plans and as called for in the Special Provisions and as directed by the Engineer. Each Bid shall be made in accordance with the plans, specifications, and contract documents prepared therefore, now on file and available for public inspection at the SASM office at 450 Sycamore Avenue, Mill Valley, California 94941. Contractors must purchase plans and specifications and be added to the planholder's list to bid on the project. Each Bid shall be made on the Bid form issued with the Special Provisions. Bids shall be accompanied by a certified cashier's check or checks or a Bid bond in the amount of ten percent (10%) of the total Bid amount, made payable to the order of "Sewerage Agency of Southern Marin". The Board of Commissioners reserves the right to reject any and all Bids and to waive any irregularity in any Bid received. No Bidder may withdraw their Bid for a period of sixty days after the date set for opening thereof. By submission of a Bid Proposal, the Bidder certifies that it is aware and agrees that the entire contents of the Contract Documents will constitute the Agreement. Bidder certifies that it has had the opportunity to review all the Contract Documents and accepts all terms and conditions thereto. Failure of the Bidder to accept this obligation may result in the cancellation of any award. The Sewerage Agency of Southern Marin may recover any damages incurred by the Sewerage Agency of Southern Marin as a result of Bidder's failure to accept all contractual obligations. Bidders are notified that pursuant to law, the Board of Commissioners and the Mill Valley City Council have ascertained the general prevailing rate of wages and rates in the locality in which the work is to be performed, for each craft or type of workman or mechanic needed to execute the contract. The prevailing rates of hourly wages applicable to the work to be performed have been determined by the State of California, Department of Industrial Relations, pursuant to Sections 1770, 1773, and 1773.1 of the Labor Code. Said rates apply to this project. Copies of the determination are on file in the office of the Department of Public Works, City of Mill Valley. Compliance with California Labor Code Section 1777.5, requires all public works contractors and subcontractors to: Apply for a Certificate of Approval for the employment and training of apprentices for each craft or trade. Employ apprentices on the public work in a ratio to journeyman as stipulated in the apprenticeship standards under which the joint apprenticeship committee operates, but in no case shall the ratio be less than one (1) apprentice to each five (5) journeymen. Contribute to the training fund in the amount identified in the PWR publication for journeyman and apprentices. However, where trust fund administrators cannot accept the contributions, then payment shall be made to the California Apprenticeship Council, P.O. Box 603, San Francisco, CA 94101. Designation of Subcontractors; Subcontractors List. Each Bidder shall submit a list of its proposed Subcontractors (with location of businesses and contractors' license numbers) for the proposed Work as required by the Subletting and Subcontracting Fair Practices Act (California Public Contract Code sections 4100-4114) on the form furnished. The failure of any Bid Proposal to include all information required by the Subcontractors List will result in rejection of the Bid Proposal for non-responsiveness. Contractor Registration. Each Bidder submitting a proposal to complete the work, labor, materials and/or services ("Work") subject to this procurement must be a Department of Industrial Relations registered contractor pursuant to Labor Code section 1725.5 ("DIR Registered Contractor"). A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed "not qualified" and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code section 1725.5, all Subcontractors identified in a Bidder's Subcontractors' List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during the performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors. It shall be mandatory that all persons employed in the execution of the contract be paid not less than said specific wages and rates, and that existing labor agreements relative to overtime, holidays, and of the special provisions be recognized. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Engineer's Opinion of Probable Construction Cost: $1,800,000.
