Attention is further directed to the requirements of G.L. c.149, 44D requiring submission of a Division of Capital Asset Management approved Certificate of Eligibility and Update Statement with all bids. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. General Bidders must be certified in the category "Historical Building" by the Massachusetts Division of Capital Asset Management Filed Sub-Bidders must be certified by the Massachusetts Division of Capital Asset Management for their respective trades The successful Bidder must agree to commence work upon receipt of Notice to Proceed, and cause all work of this contract to be Substantially Completed in 275 consecutive calendar days.
