The project is divided into two phases of work, of which the selected consultant will be hired to complete Phase One and may be selected to complete Phase Two, as follows: Phase One: Review prior assessments and documentation on the Phase II trail plan; complete a feasibility assessment of the multi-use trail alignment; develop a permitting strategy, complete biological assessments, archaeological review, and jurisdictional delineation(s); complete site investigations, alternatives analysis, and prepare a Basis of Design document.
