Gillespie County (County) is seeking a Design-Build Entity (DBE) on the basis of qualifications and other established criteria within this solicitation. This procurement will comply with County Policies and State of Texas law, including Texas Government Code Title 10, Subtitle F, Chapter 2269, Subchapter G: Building Using Design-Build Method. The County will select the successful DBE that offers the best value based on the published Evaluation Criteria and ranking. No submission will be considered from a DBE that has failed to comply with these requirements. The County is not responsible for any costs that the DBE may incur to complete the RFQ. The design-build contract will be awarded to one DBE following a two-step process using qualifications statements and responses to additional information, and optional interviews. Step 1, Request for Qualifications (RFQ), will result in the County qualifying up to a maximum of five (5) DBEs who will be invited to participate in Step 2. Step 2 will consist of Request for Proposals as determined by the County. Resulting from evaluations of written responses, interviews, and final ranking, the County will begin contract negotiations with the top ranked DBE. The County is looking for DBE who is a highly skilled and experienced project team comprised of seasoned, well-rounded team members with similar design-build experience for projects including technology services, agrilife, public meeting spaces, Criminal Justice Information Services (CJIS) compliance, office spaces, as well as facility maintenance facilities. The County makes no guarantee that an award will be made as a result of this RFQ. The County reserves the right to accept or reject any or all submittals, with or without cause, waive any formalities or minor technical inconsistencies, or delete any item/ requirement from this RFQ or contract when deemed to be in the County's best interest. Representations made within they will be binding on responding DBEs. The County will not be bound to act by any previous communication or submittal by the DBEs other than those responding to this RFQ. The County may refuse to accept a response to the RFQ where the requested information and materials are not provided or not provided by the date specified. The closing time for qualifications will not be changed in order to accommodate supplementation of incomplete submissions or late submissions. Failure to timely submit information shall not provide a basis for appeal. in the Evaluation Criteria and must fully comply with all applicable requirements of this Solicitation. No price or cost information is to be included. Interested Respondents are invited to submit one (1) original and four (4) copies of their Qualification Submission, and one (1) USB flash drive containing the submission in a single file searchable PDF document. Each submittal should be prepared simply and economically, providing a straightforward, concise description of your DBE's ability to meet the requirements, and an understanding of the County's needs. Qualification Submissions should be limited to twenty (20) pages, exclusive of covers, tabs, dividers, and appendices. To the extent permitted by law, all documents pertaining to this Solicitation will be kept confidential until a contract is awarded. No information about any submission will be released to the public until the process is complete. The County is under no obligation to return submissions. It is the sole responsibility of the respondent to ensure that its submission reaches the County Auditor. Responses to both Step 1 and Step 2 must be signed by a person authorized to bind the entity responding to this Solicitation, and proof of this authority must be included in the response. Responses must contain a letter or other clear evidence of such authority, and all other information requested or required by this Solicitation, or as determined by the County. All Responses must be delivered sealed. Under no circumstances are any of the prospective DBE or anyone on the design-build entity teams to contact, discuss with, or inquire of any County Consultant, employee, elected official or member of the RFQ review team on any matter relating to this solicitation process. Unauthorized contact of any individual as described above may be cause for rejection of the design-build entities Statement of Qualifications or Proposal.
