Renovation of a civil project in Meriden, Connecticut. Completed plans call for the renovation of a water / sewer project.
Bids shall be submitted on forms and in the manner specified. Each bid shall be accompanied by a Certified Check or Bid Bond in the amount of Ten (10%) percent of the amount bid. This project includes modifications to an 11.6 mgd Water Pollution Control Facility located at 226 Evansville Avenue in Meriden, Connecticut. Major upgrades include the additional of a tertiary treatment process for phosphorus removal. Work also includes civil, architectural, structural, mechanical, HVAC, plumbing, fire protection, instrumentation and control, and electrical upgrades. Civil, architectural, structural, mechanical, HVAC, plumbing, instrumentation and control, and electrical upgrades to the Silver Lake Pump Station at 50 Silver Lake Road, Meriden, Connecticut, and the Cedarwood Valley Pump Station at 8 Cedarwood Drive, Meriden, Connecticut are also included as part of this project. Labor and Material Payment Bond and a Performance bond for One Hundred Percent (100%) of the contract price, with a corporate surety approved by the City of Meriden, will be required of the lowest responsible bidder. Connecticut minimum wage rates and public works employment laws are applicable. This project and the Work performed thereon is subject to federal prevailing wage rate laws (Davis Bacon Act) as well as prevailing wage rate laws of the State of Connecticut. The Contractor and all Subcontractors shall be responsible for paying the higher of the applicable federal prevailing wage and the applicable state prevailing wages. Please note: No firm may bid on a contract which is estimated to cost more than $500,000 unless the firm is prequalified with the State of Connecticut. (C.G.S. 4b-91 as amended) Each bid submitted for a contract must include a copy of the bidders prequalification certificate, issued by the DAS, showing that the bidder has the prequalification classification for Water Treatment Plant and aggregate work capacity rating required under such contracts. All lower tier subcontractors with contracts in excess of $500,000 must be pre-qualified in the applicable classification at the time of performance of their work. In addition to the documents required in the bid, an update statement MUST be included. Failure to supply these documents may result in rejection of the bid. The right is reserved to reject any or all bids in whole or in part, to award any item, or total bid, and to waive informality or technical defects, if it is deemed to be in the best interest of the City of Meriden. Addenda will be issued during the bid phase. Identified contract document holders shall be notified of addenda. Bidders will be required to acknowledge all contract addenda on their bid form. Any bid received after the time and date specified shall not be considered. No bidder may withdraw their bid within ninety (90) days of the date of the bid opening. Should there be reason why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the City of Meriden and the apparent low bidder. Any contract or contracts awarded under this invitation for bids are expected to be funded in part or whole by the State of Connecticut Clean Water Fund. Neither the State of Connecticut nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to regulations contained in subsections (g), (h), (j) and (o) of RCSA 22a-482-4 of the regulations of Connecticut State Agencies. NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President's Executive Order No. 11246 and Governor's Executive Order Nos. 3 and 17 and any amendments or supplements to that Executive Order. The requirements for bidders and contractors under this order are explained in the specifications. MBE/WBE SUBCONTRACT PARTICIPATION ON CLEAN WATER FUND CONSTRUCTION PROJECTS The requirement for MBE/WBE subcontract participation expressed as a percentage of the total contract amount shall be a minimum of 8.0 percent with the following makeup: MINORITY 3.0 FEMALE 5.0 Failure to meet or exceed the required percentage shall render a bid non-responsive and cause the rejection of the bid. Within fourteen (14) calendar days after bid opening, the apparent low bidder shall complete and submit to the Owner the Subcontractor Verification Forms provided in Section 01069, State Requirements, within the contract documents, along with corresponding MBE/WBE certification for each subcontractor. Failure to submit these documents by the close of business of the fourteenth calendar day after bid opening will result in the bid being deemed non-responsive and cause the rejection of the bid. Within fourteen (14) calendar days after the execution of the Prime Contract, two executed copies of the MBE/WBE subcontract must be submitted to the Owner, who must then submit one copy to the Connecticut Department of Energy and Environmental Protection (DEEP) as demonstration of compliance with this directive. No payment requests will be processed by the DEEP until the executed copies of the subcontracts are on file in the DEEP office. AMERICAN IRON AND STEEL (AIS) PROVISIONS The project work is subject to the American Iron and Steel (AIS) requirements of the Water Resources Reform and Development Act of 2014, which requires the use of iron and steel products that are produced in the United States. The bidder shall complete and submit to the Owner the American Iron and Steel acknowledgement form provided in Section 01069, State and Federal Requirements, within the contract documents, along with his bid proposal. The work shall be substantially completed 900 days after the date when the contract time commences. The City of Meriden is an Affirmative Action/Equal Opportunity Employer.
