Site work for a civil project in Springfield, Ohio. Completed plans call for site work for a road / highway; and water / sewer project.

Dayton Springfield Road Waterline Extension Project, for the Clark County Utilities Department, pursuant to the bid plans and specifications. The base bid for this project includes the following general construction: installation of approximately 2,088 linear feet (LF) of 8-inch diameter ductile iron pipe (DIP) waterline, 112 LF of 10-inch diameter directionally drilled high density polyethylene (HDPE) SDR11 waterline, and one (1) 12"x8" tapping sleeve and valve. Alternate bid item includes installation of all piping using directional drill methods with HDPE waterline. Work includes trench excavation, trenchless excavation, waterline and appurtenances installation, trench backfilling, waterline disinfection and testing, pavement and driveway repair, removal of trees, site restoration, and installation and maintenance of erosion control measures. State of Ohio prevailing wage rates requirements are applicable to this Project. PLEASE NOTE: BIDS DELIVERED/ RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:30 A.M. ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 shall be required. There is no Pre-Bid Meeting planned for this Bid Advertisement. All bids must be submitted to the Clerk's Office, Board of County Commissioners, 5th Floor, 50 East Columbia Street, P.O. Box 2639, Springfield, Ohio NO LATER THAN THURSDAY, MARCH 14, 2019, AT 10:30 A.M. Bids will be opened by the Clerk in public session at approximately 10:00 A.M. in the Public Chambers, 5TH Floor, 50 East Columbia Street, Springfield, Ohio. Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as "Bid for the Dayton Springfield Road Waterline Extension Project". The name and address of the bidder must also appear on the outside of the envelope. Each bid must be accompanied by a bid guaranty in the form of either: a bond for the full amount of the bid; or a certified check or cashier's check in the amount of 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. FAILURE TO SUBMIT A PROPER BOND WILL AUTOMATICALLY INVALIDATE THE BID. Successful bidder will be required to post an acceptable Performance Bond in an amount equal to 100% of the contract price. If successful bidder fails to enter into a proper contract or defaults in any portion of his bid, the bid guarantee shall be forfeited as liquidated damages. Bid guaranties of unsuccessful bidders will be returned following award of bid. The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements / tests, a copy of which are included in the bid documents. Attention of the bidders is called to the following: compliance with the County's Equal Opportunity Policy; and signing of a Non-Collusion Affidavit, a Personal Property Tax Statement, a Non-Discrimination Provision, an Affidavit in Compliance with ORC 3515.13, and the Declaration Regarding Material Assistance /Non-assistance to a Terrorist Organization, which are to be included and returned with the bid. PLEASE NOTE: the County is exempt from all Federal, State, Local and/or Excise Taxes. THE BOARD OF COUNTY COMMISSIONERS OF CLARK COUNTY, OHIO RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS; AND THE BOARD ALSO RESERVES THE RIGHT TO WAIVE ANY DEFECT IN A BID WHICH DOES NOT MATERIALLY ALTER THE BID ITEM.
