Bid proposals must be accompanied by Bid Bond, Certified Check or Cashier's Check, drawn to the order of the Toms River Board of Education. Consent of Surety in total amount bid, must also be submitted with bid proposal. This bid is part of Phase I of the "Rebuilding Our Schools" Toms River Regional Schools Energy Savings Improvement Program (ESIP) that will be implemented at various locations throughout the school district. The Board of Education desires to consider proposals that include the use of a "Project Labor Agreement" and proposals that do not include the use of a "Project Labor Agreement". Bidders may submit proposals on one or both pricing methods. If it is determined to award a contract based on "Project Labor Agreement" pricing, the awarded bidder will be required to enter into a "Project Labor Agreement" which has been negotiated by the Toms River Board of Education and the appropriate Building and Constructions Trade Unions, in accordance with N.J.S.A. 52:38-1, et seq. A bidder on a public works project for a Board of Education where the cost of the work exceeds $20,000.00 must first have been qualified by the Department of the Treasury, Division of Building Construction, pursuant to NJSA 18A:18A-27 through 33, and shall submit with his bid Prequalification Affidavit, a copy of a valid and active Notice of Classification, and a certified copy of the Total Amount of Uncompleted Contracts form, and Affidavit of No Material Adverse Change. All contractors named in this proposal shall possess a valid Contractor's Registration Certificate pursuant to NJSA 34:11-56.48 et. seq., at the time the proposal is received. No bid may be withdrawn for a period of sixty (60) days after the date of opening.
