Site work and paving for a mixed-use development in Portland, Oregon. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; bridge / tunnel; and water / sewer project.
"Parent Project" *As of June 17, 2024, project is currently still On-Hold due to budgetary reasons. A timeline of any kind is yet to be determined. This Request for Proposals ("RFP") is issued by the Oregon Department of Transportation ("the Agency") to acquire the services of a Construction Manager/General Contractor ("CM/GC") for the I-5 Rose Quarter Improvement Project with a Guaranteed Maximum Price ("GMP") estimated range of between $575,000,000 and $635,000,000 (the "Target GMP Range"). (The CM/GC is also referred to as the "Contractor".) The CM/GC Contract to be awarded will initially include Pre-construction Phase Services only, with provisions for later adding Construction Phase Services through Early Work Amendments and a GMP Amendment. (See Attachment 1, Sample CM/GC Contract, Article 3.1 regarding Pre-construction Phase Services and Article 3.2 regarding the possible addition of Construction Phase Services.) This Project is located in Portland, Oregon, along the 1.8-mile segment of Interstate 5 ("I-5") between Interstate 405 ("I-405") to the north ("N") (milepost 303.2) and the Morrison Bridge exit (US 26 and 99E) to the south ("S") (milepost 301.4). The Project also includes the interchange of I-5 and northeast ("NE") Broadway and NE Weidler Streets (the "Broadway/Weidler Interchange") and the surrounding transportation network, from approximately NE Hancock Street to the N, N Benton Street to the west ("W"), NE Multnomah Street to the S, and NE Second Avenue to the east ("E") (the "Project Area"). Mainline Improvements I-5 mainline improvements include the construction of auxiliary lanes and full shoulders between I-84 to the S and I-405 to the N, in both the northbound ("NB") and southbound ("SB") directions as follows: Extending the existing SB auxiliary lane and adding full shoulders from N Greeley Avenue, between the Elliot School Viaduct (SB exit to NE Broadway) and the Morrison Bridge and the southeast ("SE") Portland/Oregon Museum of Science and Industry ("OMSI") exit ramp; Adding new NB auxiliary lane and full shoulders from the I-84 westbound ("WB") to I5 NB entrance ramp to the N Greeley Avenue exit ramp; Adding new Broadway/Weidler/Williams highway cover from immediately S of NE Weidler Street to immediately N of NE Broadway to accommodate the Broadway/Weidler couplet; and Adding new Vancouver/Hancock highway cover to the N and S of NE Vancouver Avenue and N Hancock Street. Broadway/Weidler Interchange Improvements The Broadway/Weidler Interchange improvements address connections between I-5, the interchange and the local street network. Elements identified in the Portland City Council adopted I-5 Broadway/Weidler Facility Plan; the following elements identified in the Portland City Council adopted I-5 Broadway/Wielder Facility Plan include the following: Relocating the I-5 SB entrance ramp from N Wheeler Avenue to NE Weidler Street; and Widening the I-5 NB to NE Weidler Street exit ramp.
