Site work and paving for a civil project in Raleigh, North Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
Work of the Project will reconstruct the White Oak Lake dam and appurtenances outside of the proposed NCDOT right-of-way on the private property. The work will consist of but is not necessarily limited to clearing, tree removal, debris removal, demolition of the existing dam, damaged outfall pipes, and the damaged emergency spillway, excavation, wet excavation in the lake, grading, construction of the relocated dam embankment, primary spillway, emergency spillway, plunge pool, riprap, sanitary sewer line removal and replacement, pavement restoration, curb and gutter restoration, traffic control, erosion and sediment control, seeding, mulching and other related items. Work shall include any associated work as indicated on the plans, in the specifications, in the bid schedule of prices, or as directed by the City Project Manager. From Thursday February 21, 2019 until the date of bid opening, the proposals, plans and specifications of the proposed work are and will continue to be on file in the office of the City of Raleigh Engineering Services - Stormwater Management Division, Professional Building, 127 W. Hargett Street, Raleigh, North Carolina 27601, during usual office hours, and are available to prospective bidders. No proposal will be considered or accepted unless at the time of its filing, the same shall be accompanied by a cash deposit, cashier's check, or certified check on a bank or trust company insured by the FDIC and authorized to do business in North Carolina in an amount equal to five percent (5%) of the proposal. In the alternative, a five percent (5%) bid bond issued by a corporate surety licensed by the State of North Carolina may be filed with the proposal. Bidders must be properly licensed under Chapter 87 of the General Statues of North Carolina and must comply with nondiscrimination provisions. The City is an equal opportunity Municipality/Owner and invites small and minority contractors to bid. The City Council reserves the right to reject any or all proposals. The City of Raleigh prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap or sexual orientation and will pursue an affirmative policy of fostering, promoting and conducting business with women and minority owned business enterprises. Pursuant to General Statutes of North Carolina Sections 143-128 and 143-131 and to City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include - Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their proposal, and how the participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding. The goal breakdown is 8% for minorities and 7% for non-minority females.
