Site work and new construction of a municipal facility in Olive Branch, Mississippi. Working plans call for the construction of a municipal facility.
This project will generally include the construction of Phase III (refer to Drawing 4) at DeSoto County Landfill located in Olive Branch, Mississippi. The scope of work consists of the following: Site preparation Phase III access road Phase III cell Sedimentation basin and outlet structure Storm water & erosion/sedimentation control Various other construction activities necessary to complete the work A general breakdown of the scope of work is provided below: SITE PREPARATION Mobilization and demobilization of all equipment, personnel, and resources necessary to perform the work; Dewatering and demucking (unclassified excavation) of the existing sedimentation basin (Drawing 5); Stripping, clearing, grubbing, and demucking within the Phase III, access road, and sedimentation basin footprint as necessary to establish a suitable base surface which will be supervised and approved by the Technical Representative prior to placement of any fill material (Drawings 4 and 5); ACCESS ROAD Placement and compaction of structural fill to appropriate grades as shown on Drawing 5; Installation of a storm water drainage culvert (Drawing 8); Installation of an 8 road surfacing with a woven geotextile base (Drawings 6 and 7); and Installation of turnaround pad in northwest corner of Phase III (Drawing 8). A single bid will be received for the completed work. The County reserves the right to waive any informalities, to award or reject any and all bids and to postpone for 45 days final decision and action on this bid. Each bidder shall comply with the laws of the State of Mississippi for bidding procedures and licensing requirements. All bids submitted in excess of $50,000 by a prime contractor to do any building, construction, repair, maintenance or related work must comply with Section 31-3-21, Mississippi Code of 1972, by securing a Certificate of Responsibility from the State Board of Public Contractors or by showing a statement to the effect that the bid is less than $50,000 and Certificate of Responsibility provision does not apply, on the outside of the envelope. Bidders are to include their Certificate of Responsibility number on the outside of the envelope when applicable. In accordance with Miss. Code. Ann. Section 31-3-21(3), preference shall be given to resident contractors. Nonresident contractors submitting a bid shall attach thereto a copy of his resident state's current preference law, if any, pertaining to such state's treatment of nonresident contractors. Certified Check or Bid Bond for five percent (5%) of total bid payable to DESOTO COUNTY must accompany each proposal. The awarded bidder must provide a Performance and Payment Bond within ten (10) days of award in an amount equal to one hundred percent (100%) of the total amount of the bid. Retainage will be held from each invoice in accordance with Miss. Code Ann. Section 31-5-33 and paid after the final acceptance of the project. The Board of Supervisors reserves the right to reject any and all bids and waive any informalities. Bidders must comply with all instructions contained within this packet. Contact the DeSoto County Office of Procurement with any questions or concerns. Bidders needing clarifications should fax or email questions as soon as possible. All questions must be sent prior to noon on Tuesday, April 23, 2019, unless unavoidable to avoid changing the bid response date according to MS State Code 31-7-13. Only questions which change the scope of the bid documents will be considered for addendum. Addenda will be sent to all bidders, if or when necessary until two working days prior to the bid openings. Any addenda necessary within two working days of the bid opening will require the bid date to be set back to a date not less than five (5) working days after the date of the last addendum, according to Mississippi Code 31-7-13. For that reason, bidders are encouraged to investigate this bid and ask questions within the first week of receiving the bid. DeSoto County reserves the right to amend the specifications, as necessary, and agrees to notify all having request bid packets from the DeSoto County Office of Procurement and Central Bidding.
