David Ige released millions of dollars in capital improvement project funds for projects Kona, Waikoloa and Hamakua. Projects varied from a public charter school in Laupahoehoe to the Federal Inspection Services Building at Ellison Onizuka Kona International Airport at Keahole. Sen. Lorraine Inouye, (District 4 - Hilo, Hamakua, Kohala, Waimea, Waikoloa, Kona) thanked Ige for releasing the funds. Approximately $8.2 million was released to finance the design and construction of a new Federal Inspection Services Building at Kona's airport. "Financing the design and construction for a new Federal Inspection Services Building at Ellison Onizuka Kona International Airport is necessary with the expected increase in international visitor arrivals," Inouye said. "The Ellison Onizuka Kona International Airport is a vital economic hub for the Kona side of Hawai'i Island." Approximately $150,000 was released to complete the design for breakwater structure improvements at Kawaihae North Small Boat Harbor in Waikoloa. "There have been major breaches in the break water at the Kawaihae North Small Boat Harbor in recent years," Inouye said. "Funding the design for breakwater structure improvements is a critical step to protect the harbor from further damages and ensure the safety of its users. The Kawaihae North Small Boat Harbor is critically important to the North Kona community." Approximately $814,000 was released to finance improvements to the Lower Hamakua Ditch Watershed Project. "The Lower Hamakua Ditch has been in dire need of new repairs," Inouye said. "Financing improvements for projects such the Lower Hamakua Ditch Watershed Project will go a long way in improving Hawai'i Island's local agriculture industry." Approximately $580,000 was released to finance design and construction for a photovoltaic system at Laupahoehoe Community Public Charter School. "Funding clean energy systems for Hawai'i's public schools is critical," Inouye said. "Our keiki deserve to be educated in facilities that are powered by technologies of the future." ------------------------------------------------------------- The Department of Transportation (DOT), Airports Division seeks the services of qualified general engineering firms to provide construction management services for the Federal Inspection Services Building at Ellison Onizuka Kona International Airport at Keahole, State Project No. AH2062-15. In accordance with Section 103D-304, HRS, the Department of Transportation (DOT), Airports Division seeks the services of qualified general engineering firms to provide construction management services for the Federal Inspection Services Building at Ellison Onizuka Kona International Airport at Keahole, State Project No. AH2062-15. These services are anticipated to be immediately required, and will have a contract completion time of approximately three (3) years from the Notice to Proceed. The contract will be a Lump Sum contract in accordance with HAR 3-122-136, with an overall contract time of performance of 3 years The project scope includes site preparation inclusive of the construction of a new Federal Inspection Services (FIS) Building, Holdroom Building, covered walkway canopy, ground transportation with covered waiting area, and related site work including but not limited to the following: site improvements, ramp improvements, ramp markings and lighting, CCTV, PA/PIDS, Access Control Systems, mechanical, electrical systems, and all associated work and demolition of the General Aviation (GA) hangars at Ellison Onizuka Kona International Airport at Keahole. The estimated construction cost is $60,000,000. Individuals or firms shall email a PDF file of their response to the attached written questionnaire which can be viewed under "Files". The PDF file shall be named as follows: "AH2042-31_CM_RFQ_Year.Month.Day_FirmName " and e-mailed to dot.air.engineering@hawaii.gov with the Year.Month.Day portion of the file name being in two digit format (example: 19.02.22). The subject line of the email shall be the same as the PDF file name to ensure that responses from all interested individuals or firms are grouped together when retrieving the emails. The DOT will not be responsible for responses not being retrieved and evaluated for this project due to individuals or firms not having the correct email subject line. Include in your firm's submittal Proof of Insurance for: a. General liability insurance for limit of not less than $1,000,000 per occurrence and $2,000,000 aggregate. The STATE shall be named as additional insured. b. Automobile liability insurance for limit of not less than $1,000,000 per accident. The STATE shall be named as additional insured. c. Professional liability insurance for limit of not less than $1,000,000 per claim and $2,000,000 annual aggregate. If a firm is not able to provide the above insurance certificates at this time, a letter from an insurance company stating, if the firm is selected, they will insure the firm for the insurance policies and the amount of minimum coverage required above, will be accepted as proof of insurance. The response to the questionnaire will be evaluated by the following criteria: 1. Experience and professional qualifications relevant to the project - 35% 2. Past performance on projects of similar scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies - 33% 3. Capacity to accomplish the work in the required time - 32% The Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the U.S. Department of Transportation (Title 49, Code of Federal Regulations Part 21) issued pursuant to such Act, hereby notifies all firms that it will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded without discrimination on the grounds of race, color, religion, national origin, or sex.
