Mark Yonamine, Director of the City and County of Honolulu's Design and Construction Department listened to concerns from some Kaimuki business owners this week who believe they will be impacted by any closure of the metered lot. "We're going to repave it, reduce some of the trees as well that are uplifting the concrete plant area we are also going to put in permeable pavers to help decrease the amount of runoff," Yonamine told KITV4. The repairs were scheduled to begin March 16 and be done in three phases, with roughly one-third of the lot closed per phase.Gayla Young, owner of Pipeline Bakeshop and Creamery tells KITV4 she was alerted of the closure with a notice taped to her door less than one month from the original start date of March 16. She believes eight months is too long to go with less parking than what currently exists. "Customers tell me they will circle the lot a few times, and if there's no parking, they're out," explained Young. She tells KITV4 this same lot was closed for roughly one month in 2018, and businesses felt it. "A tremendous drop in sales, I know across the street at Coffee Talk they had a down in sales somewhere between 40 and 60 percent," Young added. "This isn't a big box shop type of neighborhood this is all small, family-owned businesses," said Becky Gardner, Kaimuki resident and candidate for Hawaii's House of Representatives. Young told KITV4 she and many Kaimuki business owners were expecting another update at next week's neighborhood board meeting, but that has since been cancelled due to coronavirus concerns. Young, speaking on behalf of the "Keep it Kaimuki" group of local, small business owners, would like to see the repairs begin in 2021, so they have time to explore parking alternatives and alert their customers. __________________________________________________________________________________________________________________________________________________________________ The project includes reconstruction of the existing asphalt concrete pavement, permeable pavers, sidewalk and curb reconstruction, landscaping, curb ramps, lighting, and striping. Offerors shall be licensed in accordance with Chapter 444, HRS, relating to the licensing of Contractors. Pursuant to Section 3-122-16.05 of the Hawaii Administrative Rules, a pre-bid conference shall be held for construction or design-build projects with a total estimated contract value of $500,000 or more Requests for clarification regarding this bid solicitation may be directed to the Division of Purchasing by email to Romona Maeshiro at bfspurchasina@honolulu.gov or by facsimile to fax number (808) 768-3299. All substitution requests and requests for clarification shall be received no later than March 22. 2019. Requests received after this date may not be given consideration. All substitution requests shall be hard copy only [refer to General Instructions to Offerors, Section 2.18, Paragraph (b)] and shall be received no iater than March 22. 2019. Requests after this date will not be given consideration. The Hawaii product preference pursuant to Section 103D-1002 of the Hawaii Revised Statutes and Section 3-124 of the Hawaii Administrative Rules may be applicable to this solicitation Persons wishing to certify and qualify a product not currently listed as a Hawaii Product shall submit a Certification for Hawaii Product Preference (form SPO-38) to: Division of Purchasing City and County of Honolulu 530 S. King Street, Room 115 Honolulu, Hawaii 96813 Attention: Purchasing Administrator For each product being requested, one form shall be completed and submitted (i.e. 3 products should have 3 separate forms completed).
