The selected bidder is required to make a good faith effort to aid the Town in accomplishing its DBE utilization goals of 10%. The project is funded in whole are part by the South Carolina Department of Health and Environmental Control - State Revolving Fund. The Project consists of the following: Old North Main Tank Drain the tank and clean and paint the exterior of the tank. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 A.M. and 4:00 P.M. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available on compact disc as portable document format (PDF) files for a non-refundable charge of $25.00, including shipping via overnight express service. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via, in-person pick-up, or via mail, upon Issuing Office's receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $50.00 per set, payable to Joel E. Wood & Associates plus a non-refundable shipping charge. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids will not be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Sections 40-11-10 through 40-11-428). No bidder may withdraw the bid within 90 business days after the actual date of the opening and thereof. The selected bidder is required to make a good faith effort to aid the county in accomplishing its goals. The attainment of goals established for this solicitation is to be measured as a percentage of the total dollar value of the contact. The goal the Owner has established for this contract is as follows: 10% for the Base Offer of the solicitation to be performed by DBE firms, and (the project requirement will be based on historical availability of references and the Contracting Officer's determination that the above prescribed percentages of the total project work is available to be performed by DBE'S and Local Business within the project area.) The County reserves the right to accept or reject any and all responses, to waive technicalities and informalities, to negotiate further with the contractor of its choice, and to request additional information, to interview and to make an award deemed in its own best interest. All submittals shall become property of the County and is subject to the Freedom of Information Act (FOIA) regulations.
