Site work and renovation of a civil project in Novi, Michigan. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Rouge Valley Sanitary Disposal System, which accepts the majority of Novi's sanitary and transports it between Novi and the wastewater treatment plant in Detroit, is an aging system requiring many system improvements. The magnitude of the repair effort needed came to light when the Michigan Department of Environmental Quality got involved a few years ago to study the sanitary collection system. Recently, the system has been evaluated, and an asset management plan is being developed to determine how to manage the required system improvements that include, pipe and manhole repair or replacement, protection from floodplain infiltration, separation of sewage and storm water systems, additional metering, and a variety of other improvements. The current plan developed by Wayne County and their consultants estimates approximately $20 million/year is required over the next five years, and then $5 million/year afterward, to adequately address the system improvements needed immediately, as well as the long-term maintenance required. For budgeting purposes, the estimates were divided by the twelve communities impacted. This should be a conservative number given that Novi's collection system is in good shape (i.e. does not have a leaky system contributing additional flow), and Novi may be building storage, which reduces the downstream burden. The City will be required to participate in the funding of this program. As of December 6, 2024, this project is currently in the City of Novi's FY 2023-2029 CIP. Information regarding a design firm and the general contractor selection timeline has not been disclosed. A firm construction timeline has not been released. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
