The OWNER will evaluate all proposals received and award the contract based on price and qualifications. The CONTRACTOR selected will be notified in writing by the OWNER. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) calendar days. The work to be done consists of furnishing all materials and specified equipment and performing all labor necessary to: furnish and construct the project associated with the Big Flat Creek WRF Emergency Power Improvements Project; including all associated electrical and mechanical appurtenances, all site work and site utilities, installation of electrical equipment, , demolition work, electrical and controls to provide a complete and operable system. The Work is to be awarded in one (1) contract. Payment of the Contract Amount will be made on a periodic basis on applications for payment from the Contractor and approved by the ENGINEER based on work accomplished, products furnished and products stored on the site. Such progress payment requests shall be submitted by the Contractor no later than the 25th day of each month during the term of the Contract and shall be paid by the OWNER within thirty (30) days after receipt of progress payment requests, less retainage and other deductions provided in the Contract Documents. Further details concerning the payment provisions of the Contract are contained in Section 14 of the General Conditions of the Contract Documents. Bonds: All bids must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the amount bid. The Successful Bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. The OWNER reserves the right to reject any or all bids, to waive formalities, to re-advertise, or to procure the project by other means. Contractors bidding on this Project and their Sub-Contractors will be required to comply with all Federal, State, territorial, and local laws. Successful Bidder will be required to perform Work as the Prime Contractor. Work performed by Prime Contractor shall be 50% minimum. * Surety companies executing Bonds must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the state where the project is located.
