Site work, paving, outdoor lighting and renovation of a mixed-use development in Champaign, Illinois. Completed plans call for the renovation of a bridge / tunnel; for site work for a bridge / tunnel; road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and bridge / tunnel.
The project is generally described as follows: This project will incorporate several of the various individual maintenance and repair projects that make up the City's Annual Maintenance Program. The Project combines the following four (4) individual projects into one (1) contract. Project No. 1 - Brick Rehabilitation: Brick pavers will be replaced or reset to correct tripping hazards and settlement areas. The work will be performed in sidewalk areas of One Main Plaza in the northeast corner of the Neil Street & Church intersection from the plaza parking lot to the edge of pavement along Church Street. Project No. 2 - Sidewalk Gap: Sidewalk will be installed along Bloomington Road, west of Hagan Street, on the south side of the street and along Hagan Street, north of Bloomington Road, on the east side of the street. Entrances will be removed and reconstructed as necessary. Project No. 3 - Annual Bridge Maintenance: Repairs to bridge on Devonshire Drive between Prospect Avenue and Fox Drive. Project No. 4 - Street Lighting Improvements: New light poles will be installed along Curtis Road between I-57 interchange and Fields South Drive. There are two sets of diversity goals in place for this project: A utilization goal of 10% MBE (Minority Business Enterprise) and 5% (Woman Business Enterprise). Utilization goals refer to the percentage of work performed by MBE or WBE subcontractors on the project. A workforce participation goal of 20% MBE and 15% WBE. Workforce participation goals refer to the percentage of minority and female individuals employed on a project. Bidders will be required to show that they have met one or both of the above diversity goals or that they have made, or commit to making, good faith efforts to reach those goals. Sufficiency of good faith efforts may vary depending on the type of contract, the type of products and/or services to be provided, and the duration of the contract. Each bid shall be accompanied by an acceptable form of Bid Guaranty in an amount equal to at least TEN PERCENT (10%), as a guarantee that if the bid is accepted, the bidder will execute the contract and all other Contract Documents and file acceptable contract bond and proof of insurance within fourteen (14) days after the award of the contract and prior to commencement of work. The City of Champaign, Illinois, reserves the right to reject any or all bids or portions thereof and to waive any formality or technicality in any bids in the interest of the City. The criteria for selection of the lowest responsible bidder are set forth in Section 12.5-38 of the Champaign Municipal Code, 1985, as amended and the bid documents. To the extent required by law, the contractor shall comply with the Illinois Prevailing Wage Act, the Veteran's Preference Act, the Employment of Illinois Workers on Public Works Act, the City's Equal Opportunity in Purchasing Ordinance and the Illinois Human Rights Act. If federal funds are used to finance this project, the contractor shall comply with the Davis-Bacon Act.
