The City of Wisconsin Dells (Owner) will receive sealed bids on a Single Prime Contract for the Bowman Park Pavilion project, located at 700 Broadway Street, Wisconsin Dells, Wisconsin, 53965 for: The construction of a park pavilion / community building of approximately 3,245 square feet, including interior and exterior spaces for City & public use. Work scope includes site work & grading, utilities, concrete, wood framing, doors & windows, interior & exterior finishes, and MEP's, in addition to work scopes as defined by the construction documents. BID AWARD: Intent of Contract Award - Anticipated April 15, 2019, pending City of Wisconsin Dells approval. CONSTRUCTION START: After Notice to Proceed, Anticipated to be April 29, 2019. CONSTRUCTION TERM: 120 Calendar days; Anticipated to be August 26, 2019. 1. Late Bids will not be accepted. 2. No Bid proposal may be withdrawn for a period of sixty (60) days after the Bid opening, without the consent of the Owner. 3. Bidders will be required to provide Bid security in the form of a Bid Bond for a sum no less than 5 percent of the Bid Amount. 4. Awarded Contractor or Contractors will be required to furnish a 100% Performance security and 100% Payment security, per the Contract Documents. 5. Bids shall be on a Stipulated Sum basis. Segregated bids will not be accepted. 6. Submit your Bid offer on the Bid Form provided. Bidders may supplement this form with attachments as appropriate. Deliver Bids in an opaque envelope addressed to The City of Wisconsin Dells and labeled "Sealed Bid - Wisconsin Dells Bowman Park Pavilion Project." Incorporate the name and address of the Bidder on the outside of the envelope. 7. Any contractor whose name appears on the State of Wisconsin's Debarred List shall be ineligible. 8. Owner is a tax exempt entity. 9. State and / or Federal Prevailing Wage Rates do not apply to this project. 10. Owner reserves the right to accept or reject any or all Bids, and to waive technicalities in any Bid or part thereof and to accept the Bid or Bids deemed to be in their best interest. 11. Refer to other Bidding requirements described in Document 00 2113 - Instructions To Bidders. The Owner encourages Minority-owned Business Enterprises (MBEs), Women's Business Enterprises (WBE's), and Small Businesses in Rural Areas (SBRA's) to submit bids. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of participation of MBE / WBE utilization in accordance with s.NR 162.09(3), Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor.
