The council also approved a proposed alternate rodeo parade route and then heard from the Business Improvement District (BID) on anticipated detours and signing plans to provide accessibility to Spooner businesses during the project. The project will reconstruct River Street from Greenwood Avenue to Poplar Street, which, in addition to tearing up and replacing the asphalt, will include new curb, gutter and sidewalk, water lines, sewer and storm sewer, and lighting and traffic lights. The project will be conducted in stages of about four blocks at a time, keeping the rest of the street open. BID member and Alderperson Carol Dunn relayed that BID is working with the Wisconsin Department of Transportation (DOT) and White Birch Printing in planning for the project for making and placing signs, or banners, which can be easily changed on the sign frame directing access to the downtown. Dunn added that this will take a lot of banners, since the directions/detours will be different during each stage of the project. Dunn said that BID will also need to have signs in Siren and Cumberland while the Wisconsin 70/U.S. Highway 63 intersection is reconstructed and thus closed during the first stage. Dunn further explained that the DOT only uses state-maintained highways for the official detour routes during the intersection s closure, resulting in official state detours around it from the west to begin in Siren and from the south in Cumberland. Both Dunn and DOT Project Manager Beth Cunningham also explained in a later interview that official state thru-traffic Wis. 70 detour (e.g., eastbound) will be routed south from Siren and Luck, then east on Wis. 48 until connecting with U.S. 53 near Rice Lake and north. The U.S. 63 (northbound) will be routed east on Wis. 48 from Cumberland to U.S. 53. Dunn said BID thus plans to put signs up in Siren and Cumberland as well as on Highway 53 and next to the official DOT thru-traffic detour signs to alert that Spooner is open to local traffic and for business. In a later interview, Cunningham said that Stage 1, which starts at Greenwood Avenue and includes the Hwy. 70/63 intersection, will begin as soon as the weather permits with a potential start date of March 28. The intersection reconstruction, which also includes widening it to better accommodate trucks, she estimates will take about six weeks once started. Then it s up to the primary contractor, A-1 Excavating from Bloomer, to decide which part of that stage to complete first. The critical goal is to have it open by Memorial Day weekend and penalties will begin if the intersection is still closed after the Tuesday before. Cunningham explained that the DOT is required to use state-maintained highways as an official detour because of the damage the high traffic volume and especially trucks would cause to other roads and city streets. The local detour during Stage 1 linking the south end of town to the rest of Spooner will likely be via South Front Street to West Beaver Street - Pioneer Drive. Once Stage 1 and the intersection opens, all these detours will end since Highway 63 thru traffic can be routed through the intersection and out to Highway 53. Dunn said that the next stages of the project will be local detours to downtown changing as the project moves in stages north. As an example, she explained that when access to Walnut Street from River Street is blocked during the second stage, it could be accessed from the opposite direction or from Summit and Front streets with parking restricted to one side, allowing room to turn around. The project is expected to be completed by November. Cunningham also said that inflation and the rising cost of materials and scarcity has also increased the project s cost. Working with the DOT and engineers, City Administrator Bill Marx reported a way was found to significantly reduce the electrical costs of the project but the bids came in higher than expected and estimated the city s total share of the project to have increased by about 30% due to inflation. Cunningham said the March 10 public informational meeting will consist of a presentation followed by the opportunity for the public to ask questions and discuss the project with the DOT and the primary contractor. Rodeo Parade Council approved a request for a proposed alternate 2022 Rodeo Parade route since the normal route down River Street will be blocked due to construction. The route approved will be down Roundhouse Road from Rustic Lane to Paulson Drive, with the staging area near the Head Start Center on the south side of Northland Drive. Paraders will proceed from there up Trails End to Rustic Lane. The Rodeo Committee said that the request was made to council after many residents, including the mayor, expressed a desire to have the parade this year despite the road construction.
