Site work, paving and renovation of a mixed-use development in Two Rivers, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for the renovation of a water / sewer project; and water / sewer project.

The proposed scope of work will include the following: modifications to the existing piping between the aeration basins, replacement of existing magnetic flow meters, VFDs, and MCC/SCADA equipment, miscellaneous structural modification, removal and replacement of existing gas holder cover with new floating steel gas holder cover, removal and replacement of the existing draft tube mixers and sludge heat exchangers with new equipment, and associated electrical, piping, and structural modifications, installation of a new 20-inch pipe between the west final clarifier and the effluent junction structure, and minor sidewalk replacement and site grading work is also included. Bidders must be pre-qualified with the City of Two Rivers within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline construction. This project will be funded in part by the Clean Water Fund (CWF), established under Wisconsin State Statutes, and administered by the Wisconsin Department of Natural Resources. Funding under this program requires all iron and steel products used in the construction of the project be produced in the United States (H.R. 3547), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. In addition, contract award shall be subject to Federal requirements pertaining to the Davis-Bacon Act which includes provisions for minimum wages, withholding, certified payrolls, apprentices and trainees, and work hours. Bidders are to pay special attention to the requirements regarding conditions of employment to be observed and minimum wage rates to be paid under contract as pertains to Section 3, Segregated Facility, Section 109 and E.O. 11246. We encourage Disadvantaged Business Enterprises (DBE), including Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), to submit bid proposals. Program policy requires all bidders to make good faith efforts to solicit DBEs and allow a reasonable amount of time for DBEs to respond to solicitations whenever they subcontract for construction work, equipment, raw materials or supplies. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications. The City of Two Rivers reserves the right to reject any and all bids, for whatever reason, and to waive any informalities in bids or in the bid process.
