Bids/Proposals received in the Purchasing Department after submission deadline shall be returned unopened and will be considered void and unacceptable. Garland is not responsible for lateness of mail, carrier, etc. and time/date stamp clock in Purchasing Office shall be the official time of receipt. The right is reserved as the interest of the City may require to reject any and all proposals and to waive any informality in the proposals received. The City of Garland reserves the right to determine which proposal (s) will best meet its requirements. Said determination will be made in the Citys best interest, and shall therefore be considered final.
