It is the contractors/proposers responsibility to check Public Purchase for answers to questions, addenda, or bid tabulations. No telephone calls, emails, or faxes will be accepted. ONLY if you are going to submit an original 10% bid bond or submit a 10% cashier check, it MUST be received in the Purchasing Office at: State of Wyoming, Procurement Section, 2800 Central Avenue, Cheyenne, Wyoming 82002, by 2:00 p.m. April 9, 2019. A COPY OF THE 10% CASHIER CHECK WILL NOT BE ACCEPTED. The state will reject bids from any bidder who has not signed the attendance sheet by the time specified for the meeting, or who departs from the meeting before the meeting is declared adjourned by the engineer conducting the meeting. Bidder must also sign out on the attendance sheet after the applicable on-site visit. If you are using Surety 2000 you will need to upload with your bid response documents a copy of the Surety 2000 document. It is the Contractors responsibility (not required) to add their company to the Plan Holders and Contractors List. State of Wyoming, Department of Environmental Quality (DEQ), Abandoned Mine Land Division (AML), Cheyenne, Wyoming, for a general contract that will mitigate hazards and environmental degradation associated with historic underground coal mining. The work site is located in Glenrock, in Converse County, WY. The Project is to backfill a portion of the Glenrock No. 1&2 Mines at areas that have high artesian pressure. The Project is designated as AML Project 17.6B-Brierley, Glenrock-5, Area K Artesian Mitigation Project. This project is funded in whole or in part with a grant from the Department of Interior, CFDA 15.252. The work on this project is anticipated to begin in May, 2019. The estimated cost of the Work is: $1.2 million to $1.3 million If you have not yet registered on Public Purchase, and are interested in this bid, register immediately to avoid last-minute processing delays. Activation of your registration may take up to 24 hours. Only bids submitted electronically through Public Purchase shall be accepted. Incomplete submittals shall be rejected. Each bid is required to have a bid deposit in the amount of Ten Percent (10%) of the total bid. The Bid Bond may be in the form of an electronic bid bond with Surety 2000, may be a scanned and uploaded copy of an original Bid Bond certificate, or may be submitted in the form of an original paper document. Acceptable paper originals include a cashier check, or certified check drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), in the form of an original bid bond, (copy, fax, email, or upload of checks will not be accepted). A Bid Bond is retained ONLY if the bidder should be awarded the contract, and will be retained until a 100% Performance and Payment Bond is provided. If paper documents are used, the Bid Bond must be in possession of Department of Administration and Information, Procurement Section prior to the Bid Opening. If the Successful Bidder is awarded the proposed contract and fails to enter into a contract with AML, then the Bid Bond or check in the sum of ten percent (10%) of any bid shall be forfeited to the State of Wyoming as liquidated damages. The Successful Bidder must furnish Performance and Payment bonds guaranteeing the faithful performance of the contract and the payment of labor and materials thereunder. Said bonds are to be in the sum of one hundred percent (100%) of the Contract Price and in substance, form, and execution as shall be approved by the State of Wyoming, Attorney General Office. The State will reject bids from any Bidder who has not signed the attendance sheet by the time specified for the meeting, or who departs from the meeting before the meeting is declared adjourned by the Engineer conducting the meeting. Bidder must also sign out on the attendance sheet after the applicable on-site visit. The purpose of the tour(s) is to familiarize all bidders with the various locations and aspects of the Work and to allow prospective bidders to ask questions concerning the Work. The Bidder's Tour, however, does not relieve bidders from the responsibility of familiarizing and informing themselves of the extent and character of the Work as required by the Contract Documents. If weather forces postponement of the Bid Tour, the Engineer will notify plan-holders of a new date and time. To ensure that Bidder is informed of postponement, Bidder should ensure that they are identified as a Plan-Holder on the Public Purchase site. Questions may be directed to the Engineer outside the bid tour; however, they must be in writing. Engineer shall respond in writing, sharing the request and response with all plan-holders of record. This response shall be posted to the Public Purchase website, and will be available for download by the bidders after the closing deadline. No questions shall be responded to after close of business on April 4, 2019. The State of Wyoming shall have the power to reject any and all bids or waive any informality insame. Unless withdrawn prior to the Bid Opening, no bidder will be allowed to withdraw his/her bid for a period of forty-five (45) days or until the Successful Bidder has entered into a contract with the State of Wyoming. The State of Wyoming hereby notifies all prospective bidders it will affirmatively assure that Small, Minority, and Women owned businesses will be afforded full and equal opportunity to submit proposals in response to this invitation and are specifically encouraged to do so. The State of Wyoming further assures that it will not discriminate against anyone on the grounds of sex, race, religion, national origin or disability in consideration for an award. The State of Wyoming further notifies all prospective bidders that this bid is being let in accordance with: Wyoming Statutes 6-6-101 through 16-6-103, 16-6-111, and 16-6-201 through 16-6-206 which provides for preferences for resident contractors and laborers; and Wyoming Statutes 35-11-1209 which provides that AML shall not issue a contract unless the bidder meets certain eligibility requirements.
