The City of Ripon reserves the right to reject any and all bids and to determine which proposal is, in its opinion, the lowest responsive bid of a responsible bidder and that which it deems in the best interest of the City of Ripon to accept. The City of Ripon also reserves the right to waive any informalities not pertinent to cost or performance in any proposal or bid. The Project consists of resurfacing of Mulholand Drive, California Street and various other streets in the surrounding area.. The work comprises the furnishing of all labor, materials, tools, and equipment required to complete this project as detailed on the plans and in the specifications for this contract. Time for Completion. The planned time frame for substantial completion of construction of the project is 30 working days after the commencement date stated in the Notice to Proceed. License and Registration Requirements Contractor's License. This Project requires a valid California contractor's license for the following classifications(s): General Engineering Class A DIR Registration. City will not enter into the Contract with a bidder without proof that the bidder and its subcontractors are registered with the California Department of Industrial Relations ("DIR") to perform public work under Labor Code Section 1725.5, subject to limited legal exceptions. City of Ripon Business License. Per Municipal Code Section 5.04.020, a City Business License is required for anyone wishing to carry on commerce within the corporate City limits. The successful bidder and its Subcontractor(s) must obtain a City Business License before performing any work. Each prospective bidder must download and print all bid documents for review and bid. It is the responsibility of each prospective bidder to verify the completeness of their printed bid documents before submitting a bid and accompanying executed addenda acknowledgement and other required forms. Be advised that the information contained on ciplist.com may change over time and without notice to prospective bidders. It is the responsibility of each prospective bidder to check ciplist.com on a DAILY basis through the close of bids for any applicable addenda or updates. Physical copies are also available at City Hall for a fee of $50.00. Bid Proposal Form. Each bid must be submitted using the Bid Proposal form provided with the Contract Documents. Proposal must either be typed or printed in ink. Bid Proposal and Security The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, (meaning the base bid plus all additive alternate prices, if any), in the form of cash, a certified or cashier's check made payable to the City of Ripon, or a bid bond executed by a surety licensed to do business in the State of California. For your convenience, a Bid Bond form is included in the Contract Documents. The bid security must guarantee that, upon award of the bid, the successful bidder will execute the Contract and submit the payment and performance bonds, the insurance certificates, and the other documentation required by the Contract Documents. Prevailing Wage Requirements 6.1 General. This Project is subject to the prevailing wage requirements applicable to the locality in which the work is to be performed for each craft, classification or type of worker needed to perform the work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. It shall be mandatory upon the Contractor to whom a contract is awarded, and upon all subcontractors under him, to pay not less than said general prevailing rates of per diem wages to all workers employed in the execution of the contract. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code Section 1771.4. Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract price. Subcontractor List. Each bidder must submit, with its Bid Proposal, the name, location of the place of business, California contractor license number, and DIR registration number, and portion of the Work (based on the Base Bid) for each Subcontractor that will perform work or service, or fabricate or install work, for the prime contractor in excess of one-half of 1% of the total base bid, or ten thousand dollars ($10,000), whichever is greater, using the Bidder's List of Subcontractors form included with the Bid Documents.
