Site work for a civil project in Jersey City, New Jersey. Completed plans call for site work for a road / highway; and water / sewer project.

The proposed project will consist of the construction of new 36 and 12 watermains with all required fittings, valves, hydrants, etc. within a proposed relocation of Central Avenue between Newark Avenue and Hoboken Avenue. Total length of the project is approximately 750LF. Also included are connections to existing watermains at the intersection of Newark Avenue and Cook Street and Hoboken Avenue and Central Avenue. The existing water mains on Cook Street will be capped and abandoned in place. Trench restoration and pavement restoration within existing roadways is also included. Bids may be submitted in person, or may be sent by United States Certified Mail Return Receipt Requested, or by Private Courier Service to the JCMUA Purchasing Agent. Bid will have the date and time recorded upon receipt. Bidder is solely responsible for the timely delivery of the bid and no bids shall be considered that are presented after the public call for receiving bids. Any Bid received after the date and time specified will be returned, unopened to the bidder. Neither JCMUA nor the Engineer will be responsible for full or partial sets of Contract Documents, including any addenda obtained from other sources. Checks or money orders for Contract Documents shall be made payable to the Jersey City Municipal Utilities Authority. JCMUA and French & Parrello Associates will insure that the electronic documents are distributed; however, JCMUA and French & Parrello Associates will not be responsible if the Bidder cannot download the documents. NO BIDS MAY BE SUBMITTED ELECTRONICALLY. Bids must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the Work on the outside addressed to JCMUA Purchasing Agent. Each bid must be submitted in writing on the bid pages furnished in the Contract Documents. A bid must be accompanied by a Surety Consent and either a bid bond, cashier check, or certified check for not less than ten (10%) percent of the amount of the bid or $20,000.00 maximum, whichever is the lesser. Cashiers checks or certified checks shall be made payable to Jersey City Municipal Utilities Authority. The Surety shall be bound to furnish Performance and Labor and Material and Maintenance Bonds, each in an amount equal to one hundred (100%) percent of the Contract Price. Bidder must supply one original and one copy of the bid, including the bid specifications for the project. In addition, bidder must supply one cd rom or usb drive version in pdf format. Bidder does not have to include a copy of the plans or prevailing wage rates with its bid submittal. However, it is understood and agreed by the bidder that the plans and prevailing wage rates constitute an integral part of the bid specifications and will be considered as part of the bidder bid submittal. Bidders must comply with the requirements of n.J.S.A. 10:5-31 et seq. And n.J.A.C. 17:27-1 et seq. Pertaining to affirmative action in the state of new jersey. Accompanying the bid of a corporation, partnership, or limited liability company there shall be submitted a statement setting forth the name and address of all stockholders in the corporation or partnership who own 10% or more of its stock, of any class; or of all individual partners in the partnership who own a 10% or greater interest therein, as the case may be. If one or more such stockholder(s)or partner(s) is itself a corporation or partnership the stockholders holding 10% or more of that corporations stock, or the individual partners owning a 10% or greater interest in that partnership, as the case may be, shall also be listed. The disclosure shall be continued until names and addresses of every non-corporate stockholder and individual partner exceeding the 10% ownership criteria established in N.J.S.A. 52:25-24.2 has been listed. The requirements of N.J.S.A. 52:25-24.2 are applicable to all forms of corporations and partnerships including limited partnerships, limited liability corporations, limited liability partnerships and subchapter S corporations. Bidders and their sub-contractors of any tier must comply with all applicable provisions of the Public Works Contractors Registration Act, N.J.S.A. 34:11-56.48, and the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25. No Bidder may withdraw his Bid within sixty days after the date of the opening of Bids, except in accordance with N.J.S.A. 40A:11-23.2. JCMUA reserves the right to reject all Bids in accordance with N.J.S.A. 40A:11-13.2, as well as the right to waive any informalities, and to accept the Bid for the contract that, in its sole judgment, is the lowest, responsible and complying bid. All Bid prices submitted shall hold firm for sixty (60) days per applicable law. JCMUA and any bidders may mutually agree upon extensions of time for the award of the contract as may be necessary in accordance with law.
